HomeMy WebLinkAbout07/25/77P5ANNIN COMMISSION MINUTE JULY 25, 1977 The meeting was called to order at 7:32 p.m. by Chairman Stoffel Members Present: Stoffel, Gergen, Terrell, Fischer, Wendler Commissioner Groth Arrived at 7:55 p.m. Commissioner Johnson arrived at 8:00 p.m. Moved by Commissioner Fischer and seconded APPROVAL OF MINUTES by Commissioner Wendler to approve the minutes of the JulY ll, 1977 Planning Commission meeting. 5 Ayes 0 Nayes Commissioner Wendler reviewed the Home Oc- cupation permit request by Mr. Hoff, in- dicating that the business makes use of an accessory building which is against the or- dinance and with a potential need for welding and cutting torches, this would present a nuisance and danger which should not be al- lowed with a home occupation permit. Moved by Commissioner Terrell, seconded by Com- missioner Gergen to deny the home occupation permit request based on the Committee report. 5 Ayes 0 Nayes Fischer abstained. HOME OCCUPATION - LARRY HOFF 320 WEST 12TH STREET Moved by Commissioner Fischer and seconded by Commissioner Wendler to schedule a public hearing for August 8, 1977. The motion and the second was withdrawn. SPECIAL USE PERMIT - VILLA DEVELOPMENT COMPANY, 700 W. llTH STREET After a discussion on the problem of access to the property proposed for a townhouse de- velopment, the matter was referred back to the Fischer Committee for more study. The Planning Director reviewed the variances requested by the Hastings Housing and Redevel- opment Authority and the Fairway Foods Company. The variances involved reducing the set back requirments for the parking lot, the number of parking lot stalls provided by the developer, and the length of the loading dock facility. VARIANCE - FAIRWAY FOODS 315 EAST 2ND STREET Moved by Commissioner Fischer, seconded by Com- missioner Terrell to grant a variance for the off street parking requirment. 7 Ayes 0 Nayes Moved by Commissioner Fischer and seconded by Commissioner Groth to grant a variance for the length of the loading dock, subject to the con- struction of the parcel pick-up area as shown on the plans. SITE PLAN REVIEW INDUSTRIAL BLDRS., HILLSIDE & WESTVIEW DRIVE Moved by Commissioner Fischer and seconded by Commissioner Gergen to approve the site plan subject to the staff and developer determining a appropriate location for one driveway on to Hillside Drive. 6 Ayes 1 Naye (Groth) The Reltons propose to sell tools from a three quarter ton van with a minor amount of storage and business occuring in the home. Chairman Stoffel referred the Relton request for Home Occupation permit to the Wendler Committee. HOME OCCUPATION - MILDRED HELTON, 1005 W. 15TH ST. The Planning Director informed the commission that this was the same request that was before the Planning Commission in January of this year. Mr. Johnson has indicated that the U-Haul bus- iness will be removed and thus is seeking per- mission to allow the addition of a car wash on to his present building. Chairman Stoffel re- ferred this item to the Wendler Committee. VARIANCE - JOHNSON STANDARD 15TH AND VERMILLION Mr. Sobers would like to convert an existant building on 23rd Street to an automobile re- pair shop. Automobile repair shops are a special use in a C-3 zoning district. SPECIAL USE PERMIT - JAMES SOBERS Moved by Commissioner Fischer, seconded by Com- missioner Wendler to schedule a public hearing for August 8, 1977. 7 Ayes 0 Nayes Chairman Stoffel referred this item to the Kramer Committee for further study.
