The Meeting was
Members present:
called to order at 7:32 P.M. by Chairman Stoffel.
Commissioners Stoffel, Gergen, Terrell, Murry
Fischer, Wendler, Groth, Kramer, and Johnson
who arrived at 7:35 P.M.
Moved by Commiss~·oner Wendler,seconded APPROVAL OF MINUTES
by Commissioner Kramer to approve the
minutes of the September 12, 1977 Planning
Commission Meeting. 8 Ayes 0 Nayes.
Commissioner Kramer gave the co~mmittee
report and suggested that the Planning 525
Commission grant the variance for the
construction of a detached garage in a
side yard on the grounds that his property
is irregularly shaped and thus presents a
hardship. The committee also found that the
garage woald not impair vision from either
17th or McNamara Streets.
VARIANCE - GORDON ROBEY
EAST 17TH STREET
Moved by Commissioner Kramer, seconded by
Commissioner Wendler to approve the variance
for a garage in the side yard. 8 Ayes Gergen Nay.
Commissioner Fischer gave the committee
report on the proposed amendment of Sec.
10.23. He suggested that the committee
give further study to the wording of the
setback requirements in order to be sure
as to how they would affect all parts of
the City. The Planning Director explained
that the reason why the proposed regulations
were established and why they are measured
from the property line was to ensure that
cars would be parked far enough from the
street and sidewalks so as not to obstruct
movement or vision.
ORDINANCE - AMENDMENT OF SECTION
10.23 - ACCESSORY BUILDING
Chairman Stoffel referred the matter back to
the Fischer CoLmuittee for further study.
Commissioner Wendler gave the committee MIDTOWN REMODELING PROGRAM
report which agreed with the City Engineer's
recommendation that no curb be built on the
east side of Eddy Street behind the Red Owl

store except for a short extension of the
curb around from 12th Street to establish
the street line on Eddy.
MIDTOWN REMODELING PROGRAM (CONT)
Moved by Commissioner Wendler, seconded by
Commissioner Kramer to accept the City Engineers's
recommendation not to erect a curb on the east side
of Eddy Street behind the Red Owl store.
9 Ayes 0 Nayes.
Moved by Commissioner Terrell, seconded by
Commissioner Fischer to ask the City Engineer
to present a feasibility study to the Planning
Commission on making Eddy Street a one-way
street going South. The study should include
information on traffic density, truck traffic,
delivery times, and impact on adjoining streets.
9 Ayes 0 Nayes.
Chairman Stoffel referred the request for
a rezoning by the First Baptist Church to
the Wendler Committee.
Chairman Stoffel referred the rezoning,
preliminary plat and special use permit
requests by Alois & Julia Conzemius to
the Wendler Committee.

The Planning Director presented the REPORT - TERMS OF PLANNING
Planning Commission with a list of ex- COMMISSION MEMBERS
piration dates for the Planning Commission
members terms. He suggested that the Planning
Commission decide how they want to stagger the
term expiration dates, and present a recommendation
to the City Council. Chairman Stoffel indicated
that she would meet with the City Council committee
on Planning before the Planning Commission made any
recommendations.
The Commission discussed the possibility CAPITAL IMPROVEMENTS PROGRAM
of adding 4th Street, from Farm Street to
Pleasant, as part of the 1978 Capital Im-
provements Program. In addition, Chairman
Stoffel questioned the need to construct the
Pleasant Ave Bridge, and suggested that Pleasant
Ave. be connected to Jacob Ave where it is not
necessary to bridge the Vermillion River.

The Commission requested that Mr. Olson CAPITAL IMPROVEMENTS PROGRAM
the City Engineer, attend the next (CONT.)
Planning Commission meeting and review
the proposed Capital Improvements items.
It was suggested that the discussion on
the capital improvements begin at 6:30 P.M.
Moved by Commissioner Wendler, seconded
by Commissioner Murry to adjourn at
9:55 P.M. 9 Ayes 0 Nayes.
