TUESDAY, OCTOBER 11, 1977
The Planninq Commission met with the City Engineer at City Hall at
6:30 P.M. to discuss the Capital Improvements Program.
Members Present: Commissioners Stoffel, Kramer, Wendler, Fischer,
and Groth who arrived at 6:55 P.M.

The City Engineer Explained each potential improvement in the 1978
Capital Improvements Program. Chairman Stoffel raised the question
of extending 4th Street from Pleasant Drive to Farm Street. The
Engineer explained that if a 4th Street extension were to be added
to the Capital Improvements Program, now would be a good time to do
it as it would tie into a drainage study that is scheduled for that
area. Chairman Stoffel also questioned the need for a bridge over
the Vermillion River on Pleasant Drive. The Engineer explained that
all the long range transportation plans for Hastings indicate the
proposed bridge. The alternative of connecting Pleasant Drive with
Jacob Avenue where a bridge would not be needed would involve a
number of problems concerning the county transportation plans and
obtaining right of way property. He also explained some funding
possibilities for the bridge.
The discussion was informational and no recommendation was made.

by Commissioner Wendler to approve the
minutes of the September 26, 1977 Planning

APPROVAL OF MINUTES
The Zoning Officer indicated that the final FINAL PLAT - KAROL ESTATES
plat conforms with the preliminary plat and WEST 23RD STREET
recommended approval-subject to the surveyor
indicating individual lot areas on the City's
copy of the final plat.

Moved by Commissioner Wendler, seconded by
Commissioner Fischer to approve the final plat
for Karol Estates located on West 23rd St.
subject to the surveyor indicating individual
lot areas on the City's copy of the final platl

Commissioner Fischer suggested notifying the
property owners who had agreed to purchase
the outlots from Karol Estates and suggesting
to them to combine the outlots with their original
lots to make a clear definition of their property
should they ever want to sell. The Commission
requested that the Planning Director check with
the attorney of this matter.
Commissioner Wendler gave the committee
report recommending a moratorium on all
rezoning in excess of three acres until TWEEN 23RD

available. He also recommended that if

the narrow strzp of land to the west of the proposa
be included so as not to leave a small "spot zone".
The Zoning Officer explained that the staff recommend-
atioh was to not include the strip of land to the west
because it does not have any access or public utilities
and is therefore not ready for development at this time.
The Planning Director explained that one of the reasons
for having an agricultural zone is to preserve land un-
til-it is ready for development and then reclassify it
into another zoning district~

Some members of the Commission expressed concern that such
a large area of land should be taken for a church and sub-
sequently off the tax rolls. Mr. William Thuet, an attorney
for the church, explained tha~the owners would not agree to
sell a portion of the property so the church had to agree to
buy the entire parcel. He indicated that the church has no
plans to develope any other tax exempt uses such as a scho61
or nursing home on the property.
The Planning Director indicated that a moratorium is a
possibility but isnormally used when there is immenent
danger from large scale development.
Moved by Commissioner Wendler, seconded by Commissioner
Fischer to table the rezoning request for additional review
by the committee and City staff plus schedule a Public
Hearing forthe October 24, 1977 Planning Commission Meeting

Commissioner Fischer reported on the CO~ITTEE REPORT
committees progress on the proposed
amendment to Section 10~23 Footnote C.
(District Lot Regulations). He suggested
adding a footnote stating that the Council
may extend the minimum requirements in cases
where they deem it necessary.
Chairman Stoffel referred the matter back to
the Fischer Committee for Further study.
The Planning Director explained that Mr. HOUSE MOVING - EMMETT PLAN
Emmett Plan had requested to move a TO LOT 4 BLOCK 113 - TOWN OF
~ouse to Lot 4, Block 113, Town of Hastings HASTINGS
He indicated that the house would meet all
zoning requirements, would fit in with the
neighborhood, and that Mr. Plan had agreed
not to occupy the house until City §ewer and
~ater services would be available sometime
next summer
Moved by Commissioner Fischer, seconded by
Commissioner Wendler to approve the move
subject to non-occupancy until sewer and
water services are available and approval
by the City Engineer, Building Inspector,
and Planner. ~ Ayes 0 Nayes.
Moved by Commissioner Fischer, seconded by
Commissioner Wendler to adjourn at 8:40 P.M.
