MONDAY, DECEMBER 12, 1977
The meeting was

Moved by Commissioner Gergen, seconded by
Com~nissioner Terrell to approve the minutes
of the November 28, 1977 meeting. 5 Ayes,
0 Nayes.
Chairman Stoffel opened the Public Hearing
at 7:31 P.M. The Zoning Officer indicated
that on file was the Notice of Public
Hearing, Affidavit of Publication and
Certificate of Mailing. Thus, the Public
Hearing was properly called. The Zoning
Officer reviewed the plat and explained to
the Planning Commission that the Natural
Resources Commission had recommended reserving
the drainage and utility easement for a pathway
also as it is designated on the Hastings Park
Plan as a segment of the pathway to extend from
the Vermillion River up to the Lake Rebecca Area.
Some property owners in the area stated that they
would prefer to have the street named 22nd instead
of Southview Drive and that they would prefer
cul-de-sacs rather than a through street on this
plat. They also questioned the need for a pathway
that goes essentially nowhere. There was considerable
discussion on whether or not to retain the easement for
a pathway as well as drainage and utility purposes.
After all people were afforded an opportunity to be
heard, Chairman Stoffel closed the Public Hearing at
8:14 P.M.
called to order at 7:30 P.M. by Chairman Stoffel.
Commissioners Stoffel, Kramer, Fischer, Terrell,
Gergen, Wendler and Groth who arrived at 7:34 P.M.
Commissioners Murry and Johnson.
APPROVAL OF MINUTES
PUBLIC HEARING - PRELIMINARY
PLAT - COUNTRY CLUB 4TH ADD.
SOUTHVIEW DRIVE - DONALD FLUEGEL
Moved by Commissioner Fischer, seconded by Commissioner
Wendler to approve the plat with the pathway reserved in
the easement and the variance for the street right-of-way
width. 5 Ayes Krammer and Stoffel Nay.
Commissioner Fischer suggested that the Natural Resources
Commission be contacted and requested to specify where the
pathway would be located in the easement and that the con-
cerns expressed at the Public Hearing be forwarded to the
Council.

Chairman Stoffel opened the Public Hearing
at 8:25 P.M. The Zoning Officer explained
that because there was some question as to
the exact location of the flood fringe
boundaries on the Welch property, the
staff requested that the Planning Commission
continue the Public Hearing on the rezoning
on the Welch Property until the next meeting.

WELCH
Moved by Commissioner Fischer, seconded by
Commissioner Wendler to continue the Public
Hearing until the December 27th Planning com-
mission meeting. 7 Ayes 0 Nayes.
At this point , Chairman Stoffel questioned the
Planning Commission as to whether or not there
would be a quorum for the December 27th meeting
as it is during the Christmas holidays. Enough
Planning Commissioners indicated that they would
be attending to fulfill the quorum.
QUORUM FOR THE NEXT
PLANNING COMMISSION
MEETING
The Zoning Officer indicated that Hastings
Construction submitted a preliminary plat
which involves the creation of fifty-four
lots for residential development. The
zone is R-1. Chairman Stoffel referred
the request to the Kramer Committee. Some
Planning Commissioners indicated that they
were concerned that there might not be enough
public participation for a public hearing on
the matter at the December 27th meeting
and that it should possibly be scheduled
for the 1st meeting in January so that there
would be more of the public input on this plat.
PRELIMINARY PLAT - DAKOTA HILLS
5TH ADDITION - PLEASANT DRIVE
AND 14TH STREET - HASTINGS
CONSTRUCTION
Moved by Commissioner Fischer, seconded by
Commissioner Wendler to schedule the Public
Hearing for the first Planning Commission
meeting in January, 1978. 7 Ayes, 0 Nayes.
The Zoning Officer presented the Planning
Commission with the list of expiration
dates for the Planning Commission members
terms and explained how those dates were
determined.

Moved by Commissioner Gergen, seconded by
Commissioner Terrell to support Commissioner
Wendler's reappointment to the Planning Commission
6 Ayes, Wendler abstained.

Commissioner Terrell expressed concern INDUSTRIAL PARK - AIRPORT
about the proposed airport in the PROPOSAL
Industrial Park and also expressed concern
that the Planning Commission has some input
on the consideration of the proposal. Chairman
Stoffel appointed Commissioner's Gergen, Terrell,
and Wendler to study the airport proposal and
to contact the Industrial Park Commission to
have Planning Commission input on the airport
proposal.
Moved by Cormnissioner Fischer, seconded ADJOURNMENT
by Commissioner Kramer to adjourn at
8:48 P.M. 7 Ayes 0 Nayes.
