TUESDAY, DECEMBER 27th, 1977 7;30P.M.
The meeting was called to order at 7:31 PM by Chairman Stoffel
Members Present:
Commissioners Murry, Kramer, Stoffel, Terrell,
Gergen, and Groth and Wendler who arrived
at 7:34 P.M.
Members Absent: Commissioners Fischer and Johnson
Moved by Commissioner Kramer, seconded by
Commissioner Terrell to approve the Minutes
of the December 12th, 1977 meeting. Five
ayes, zero nays.
The Zoning Officer indicated that the Notice
of Public Hearing was not published in the
newspaper and therefore a public hearing
could not be held. Chairman Stoffel scheduled
the Public Hearing for January 9, 1978.
The Zoning Officer reviewed the site plan
for the waste disposal room and indicated
that the developer had provided a letter
stating when theproject would begin and end.
He also indicated that the staff recommendation
was to approve the site plan. Moved by
Commissioner Murry, seconded by Commissioner
Gergen to approve the site plan. Seven ayes,
zero nays.
The Zoning Officer indicated that the
developer had submitted a preliminary
plat which involved the creation of 47 lots
for multiple family residential development.
He also explained that since the plat is
adjacent to a County Road it has to go through
County review procedures and is at that stage
right now. He reviewed a number of items that
City staff felt should be indicated in the plat
subject to County review and suggested that the
Planning Commission refer this plat to a
committee pending County review. Several
questions were raised regarding the status of
this plat and the Flood Plain Boundaries.
Chairman Stoffel appointed Commissioners
Murry, Wendler, Terrell andGergen to a committee
to study this plat.

December 27, 1977
The Zoning Officer explained to the Planning
Commission that a number of sign companies
had inquired with the City about billboard
restrictions. Because there was some
question as to the clarity of the requirements
of the billboard section of the zoning
ordinance,the matter was brought up at the last
Council meeting and the Council referred the
matter to the Planning Commission for further
study. Moved by Commissioner Groth, seconded
by Commissioner Murr y to review the sign and
billboard ordinances. Seven ayes, zero nays.
Chairman Stoffel appointed a committee
consisting of Commissioners Groth, Terrell,
Stoffel, and Murry as committee chairman.
Commissioner Wendler brought up the subject
of above ground gas company valve stations
that have been erected in various spots in
the City of Hastings. These devices have been
creating a noise problem and a number of
people have complained about them.
Commissioner Wendler asked that a committee be
appointed to study a possible City ordinance
revision requiring these facilities to be
located underground. Chairman Stoffel
referred this matter to the Wendler committee.
Moved by Commissioner Wendler, seconded by
Commissioner Groth to adjourn at 8:36 P.M.
Seven ayes, zero nays.
