HomeMy WebLinkAbout05/08/78MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, MAY 8, 1978 7:30 P.M. The meeting was called to order at 7:30 P.M. by Chairman Stoffel. Members Present: Commissioners Stoffel, Groth, Kramer, W~ndler, Legler, Terrell and Gergen Members Absent: None Two Planning Commission positions are presently vacant. Moved by Commissioner Groth, seconded by Commission- APPROVAL OF MINUTES er Wendler to approve the Minutes of the April 24, 1978 meeting. 7 Ayes - o Nayes. The Planner indicated that the site plan approval also involved variances for the driveway entrance width and the number of required parking stalls. He indicated that the variances would not be unreasonable since the proposed use of the site would require a somewhat wider driveway entrance width, and that since building would be designed to have patrons drive their vehicles into the building and pick up the materials to be purchased, the total number of required parking stalls might not be necessary. SITE PLAN REVIEW - RE TAIL BUILDING MATERIAL SALES - HASTINGS LUMBER MART 4TH & BAILLY STREETS The Planner also indicated that approval of the site plan should be conditioned upon the developer providing a revised site plan indicating better driveway deliniation, drainage arrows showing drainage to the streets, parking stall dimensions, a boundary survey of the property, and & letter stating that all landscaping will be provided as shown on the site plan should be submitted to City Staff. He recommended that the developer provide plans showing the exterior wall finishes to be approved at the next Planning Commission meeting. Commissioner Groth expressed concern over the building located right up to the left property line as there are existing residential structures adjacent to this site. The Planner indicated that moving the building farther to the east would also require moving the parking lot and therefore eliminating the parking lot setbacks from the street right-of-way. Commissioner Terrell indicated that he also felt that the building should not be right up to the west property line. Plannin~ Comm[s sion Minutes (Continued) -2- There was also discussion regarding five parking stalls in the back of the building which would enter directly into the alley· The discussion resulted in a decision to leave the parking stalls as indicated. Moved by Commissioner Groth, seconded by Commissioner Legler to approve the site plan and for the developer to submit a revised plan to City Staff incorporating the Staff comments of the May 5th, 1978 memo, with the building and parking lot moved seven feet to the east, and approve variances for the driveway entrance width, the number of required parking stalls, and the parking lot setback on the property line. 4 Ayes - Stoffel, Terrell, and Gergen - Nay. The Bohlken's propose to construct a commercial building on their property which already has an exsiting metal building on the site. The Bohlken's propose to meet a portion of their parking requirements inside the existing metal building. The Planner recommended that the Planning Commission refer this matter to a committee to have an on site inspection of the existing metal building and also for the developer to provide a revised site plan indicating more drainage detail and building elevations showing exterior wall finishes. Chairman Stoffel referred the matter to the Terrell Committee. May 8, 1778 SITE PLAN REVIEW - COMMERCIAL BUILDING Z3RD & VERMILLION STS. MR. & MRS. GEORGE BOHLKEN When the site plan for Oak Ridge Manor was approved in 1976, a variance for one stall per unit was granted as opposed to the required Z stalls per unit for multiple- family dwellings. At that time, the Archidiocese had requested a variance to allow for . 75 stalls per unit. The Archdiocese was again requesting a variance for a total of 75 parking stalls which would be approximately · 7 stalls per unit. The Archdiocese presented the Planning Commission with a survey of avi~ilable parking at existing elderly housing projects. Commissioner Groth indicated that he felt that one stall per unit was not excessive and that he had witnessed parking deficiencies in many elderly housing projects. Cornrnissioner Terrell indicated that the survey done by the Archidiocese indicated the request did not seem Unreasonable. VARIANCE - PARKING REQUIREMENTS FOR ELDERLY HOUSING PROJECT - ARCHDIOCESE 1199 BAHLS DRIVE Moved by Commissioner Terrell, seconded by Commissioner Gergen to approve a variance for . 75 stalls per unit ( a total of 81 stalls) to include visitor parking but not to include employee parking. 2 Ayes- Groth, Kramer, Stoffel, Wendler Nay. Motion failed. Planning Commis sion Minutes ICon inu rt ) -3- May 8, 1978 Moved by Commissioner Groth, seconded by Cornnnissioner Wendler to deny the new variance request. 5 Ayes - Terrell, Gergen - Nay. The Planner indicated that the owners of the Ivanhoe were requesting special permission to extend a canopy from the front door of their building out over the public right-of-way to be supported by steel posts 1.5 feet back from the edge of the curb. Hastings Zoning Ordinance does not allow private signs or structures to extend over the public right-of-way except by special permission of the Council. The Planner also indicated that at this location it was State Highway right_of-way and since he had not received a determination from the Highway Dept. as to whether or not they would grant permission for a canopy, the Planning Commission should not act on this item at this meeting. Commissioner Groth indicated that considering the City's past policy on not allowing signs or canopies to extend over the right-of- way along Hwy 61, the Planning Commission should not wait for an answer from the Highway Dept. but deny the permit at this time. SPECIAL PERMISSION FOR A CANOPY - IVANHOE - 314 VERMILLION STREET Moved by Commissioner Groth, seconded by Commissioner Terrell to deny the special permission for the canopy. 7 Ayes - 0 Nayes. Mr. Tom Loucks, the private planning consultant working on updating Hastings Comprehensive Plan, was present at the meeting to discuss the background data which had been compiled to date. Mr. Loucks outlined the data which included studies on average age, type of commercial activity, past development trends, historical sites, parks, and employment. He then went on to discuss the time frame of progress of the planning process. He indicated that he would like to begin working more closely with the Planning Commission, and to also set up a system for public participation. COMPREHENSIVE PLAN DATA REVIEW - LOUCKS AND ASSOCIATES The Planner indicated that the two vacancies on the Planning Commission were scheduled to be held at the June 5, 1978 City Council meeting. PLANNING COMMISSION VACANCIES The Planner indicated Mr. Willard Bauer's proposal to rezone from R-3 to R-1 and plat a single tier of single family lots along West Z3rd Street has been discussed at a meeting between Mr. Bauer, the Planner, and the Kramer Committee. As a result of the meeting, Mr. Bauer was going to give the matter some additional thought and possibly return with a formal request. INFORMATIONAL ITEMS Planning Commission Minutes -4- May 8, 1978 Last winter the Planning Commission approved a site plan for a waste disposal area addition to the Westview Shopping Center for the Super Value Store. The Planner indicated that he had been contacted by Mr. Bob Swanson of Industrial Builders who had explained that the Super Value Store had decided to carry their garbage to an existing storage area in the shopping center rather than to make an add- ition.
