Chairman Stoffel called the meeting to order at
Members Present: Commissioners Stoffel, Kramer,
Terrell and Gergen.
Commissioner Groth arrived at 8:09 p.m.

Moved by Commissioner Gergen, seconded
by Commisssioner Wendler to approve the
minutes of the May 8, 1978 meeting.

The Planner indicated that since the
last Planning Commission Meeting the
developers have submitted revised plans
indicating parking lot elevations, the
removal of one parking stall, and the
removal of one tree proposed to be loc-
ated in a public right-of-way. He also
suggested that approval could be con-
ditioned upon a certificate of occu-
pancy to be renewed yearly in order
to ensure that employee parking
proposed to be located in an existing
metal building would in fact be located
in that building, and that exterior
building materials could be approved
at the next Planning Commission Meeting
since the developers have not decided
on what kind of materials to be used.
Commissioner Gergen questioned the need
for a conditional certificate of
occupancy. He felt that it would be
overly restrictive and that the City
would be setting a bad precedent.
Commissioner Terrell gave the Committee
report which suggested boundary survey,
a conditional certificate of occupancy,
that the building be moved as close as
possible to the east property line, and
that the rear of the lot be cleaned up
and fenced.

plan with exterior building materials
to be approved at the next Planning
Commission Meeting and subject to the
following conditions: that a boundary
survey be provided to the staff prior
to the issuance of a building permit,
that the weeds in the rear yard be
cleaned up, and that no parking be-
hind the existing building be allowed.

In November of 1977, the City Council
amended the City Code to allow the
National Guard to discharge fire arms
within City limits. At that time,
permission to construct a small arms
range on City property located at the
old city landfill. Since this is a
use by special permit in an agricult-
ural zoning district, the matter was
referred to the Planning Commission.
Lieutenant Thomas Cochran from the
National Guard, explained the Nat-
ional Guard's intended use and the
site's characteristic which included
the need for a fairly large amount of
fill. Commissioner Groth asked how
many National Guard units would be
using the range. Lieutenant Cochran
indicated that he did not know the
number of units that would be using
the facility, however he felt that
it would be the units from the
surrounding area. Commissioner
Stoffel suggested setting the public
hearing for the July lOth Planning
Commission Meeting.
Moved by Commissioner Groth, seconded
by Commissioner Terrell to deny the
special use permit on the grounds that
the amount of noise and disturbance
created by such a range would have a
negative impact on surrounding property
owners. 4 ayes - Kramer, Stoffel, and
Wendler naye.
Chairman Stoffel asked the Planner to
request the Council to hold the re-
quired public hearing for this request.
The Planner reported that the Council
had referred Hastings Anti-Litter
Ordinance to the Planning Commission
for study and recommendation on de-

fining what "an authorized private
receptacle" is and possibly setting a
time period for private containers to
be located public right-of-way for
pick-up. Chairman Stoffel referred
the matter to the Terrell Committee.
The Planner indicated that he had
discussions with various Planning
Commission members regarding various
zoning ordinances. He requested that
Commission members submit a list of
ordinances they felt needed revision
to him for formal referral to appro-
priated Planning Commission Committees.
Commissioner Terrell requested that
the Planner ask the City Attorney for
an opinion on Section 10.07, subdivision
5F. Commissioner Terrell felt that the
working in that section be interpreted
to mean that a forty foot setback be
required of a commercial development
and if located adjacent to a resident-
ial use regardless of zoning district.
The Planner informed the Planning
Commission that workshops on Com-
prehensive Planning would be offered
by the Metropolitan Council and local
Community Colleges in cooperation with
the Government Training Service. The
workshops for the Hastings area will be
held on July 6, 13, and 20 at the Inver
Hills Community College. He asked that
interested Planning Commission members
contact him for registration information.

by Commissioner Kramer to adjourn at 9:32
p.m. 7 ayes 0 nayes.
