HomeMy WebLinkAbout07/10/78 MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, JULY 10, 1978 7:30 P.M. The meeting was called to order at 7:30 P.M. by Chaiman Stoffel. Members Present: Commissioners Stoffel, Murphy, Groth, Kramer Wendler, Legler, Liska, Terrell and Gergen Members Absent: None Moved by Commissioner Wendler, seconded by Commissioner Legler to approve the minutes of the June 26th, 1978 meeting. 9 ayes, 0 nays. APPROVAL OF MINUTES In February, the Council ruled that a gravel pit could be considered as a special use in an agricultural zoning district. The Planner indicated that Mr. Kluender had consulted with Staff regarding information needed 'to be considered in the application for a gravel pit as a special use permit. He explained that Mr. Kluender had submitted information regarding proposed and existing contours, access locations, some fencing, and reforestation. S.PECIAL USE PERMIT GRAVEL PIT NORTH OF OLD MUNICIPAL LAND- FILL AND WEST OF COUNTY ROAD #91 Moved by Commissioner Groth, seconded by Commissioner Legler to schedule a Public Hearing for the July g4th, 1978 Planning Commission meeting for the consideration of the Special Use Permit for a gravel pit. 9 ayes, 0 nays. Mr. & Mrs. Fay Chamberlain propose to rent out the basement of their home to supplement their income. The basement had previously been remodeled for their daughter's use. The Planner indicated that the minimum lot size required by Hastings' zoning ordinance for a two family dwelling with a one bedroom unit would be il, 700 square feet while the Chamberlains lot size is 10, 928 square £eet and would require a variance. SPECIAL USE PERMIT TWO FAMILY DWELLING IN AN R-1 ZONING DISTRICT 1361 BLUEBERRY COURT - MR. &MRS. FAY CHAMBERLAIN Moved by Commissioner Kramer, seconded by Commissioner Wendler to schedule a Public Hearing for the Special Use Permit for a two family dwelling for the July 24th, 1978 Planning Commission meeting. 9 ayes, 0 nay s. Planning Commission minutes July 10, 1978 Mr. Ed Elliott from Loucks and Associates was on hand to discuss the newest background data and the progress of the Comprehensive Plan Update. A draft citizen survey on the future development of Hastings was presented to the Planning Commission for their study and comment. The survey is proposed to be sent to a random sampling of Hastings' res idents either by general mail or with the water billings. There was a discussion as to how the survey would be sent and questions were raised about the segment of Hastings' population that would be missed if the surveys were sent with water bills. COMPREHENSIVE PLAN BACKGROUND DATA REVIEW - LOUCKS AND ASSOCIATES Chairman Stoffel continued discus sion on the Comprehensive Plan to the next Planning Commission meeting. The Planner indicated that Mrs. Endres proposed to take care of three children, that three cars would be anticipated to be parked at the location for 5 minutes at a time, that the Endres' have two driveways to allow for the parking, and that the backyard was completely enclosed by a six foot fence. He suggested that the Planning Commission might consider limiting the number of children to be cared for in the home occupation. HOME OCCUPATION PERMIT- DAYCARE CENTER - 509 WEST 19TH MRS. JAN ENDRES Mrs. Endres was asked how many children she anticipated caring for in the future. She replied that she did not anticipate more than five children. Commissioner Terrell suggested that Mrs. Endres supply a copy of her day care license from the County to the City. Moved by Commissioner Wendler, seconded by Commissioner Murphy to approve the home occupation permit for a day care center conditioned upon the following: 1. the number of children to be under Mrs. Endres care to be limited to 6 Z. that Mrs. Endres supply a copy of her County day care license to the City. 8 ayes, Gergennay The Planner indicated that Kings Cove was proposing to construct an accessory building at their facility on Conley Lake east of Highway 61 in northern Hastings. He indicated that since the location is in Hastings' floodplain, a floodplain special use permit would be required. He also explained that the location is in the Mississippi River Critical Area which requires review by various state agencies and the Metropolitan Council. PRESENTATION - PROPOSED FLOODWAY SPECIAL USE PERMIT ACCESSORY BUILDING KINGS COVE Planning Commission minutes July i0, 1978 -3- Mr. Dick Fuchs, the architect for the developers, gave a brief presentation explaining the building and site characteristics and the process that the developers were following securing the necessary reviews. The Planner informed the Planning Commission that Mr. Robert Swanson, of Indus trial Builders was present to give a presentation to the Planning Commission regarding the proposed expansion of Webber Ford. The Planner indicated that he had just been informed by the City Attorney that an expansion of a special use would require a new special use permit and, there- fore, the special use permit procedure. PRESENTATION - BUILDING EXPANSION EAST OF VERMILLION ST. AND WEST OF HIGHWAY 316 - WEBBER FORD Mr. Swanson explained to the Planning Commission what the extent of the proposed expansion would be and the characteristics of that expansion. Moved by Commissioner Groth, seconded by Commissioner Wendler to schedule a Public Hearing on the Special Use Permit for the expansion of Webber Ford for the July Z4th, 1978 Planning Commission meeting. 9 ayes, 0 nays. The Planner explained that the developers were continuing to work on providing the Planning Commission with the information required at the last Planning Commission meeting. He also explained the letter submitted to the Planning Cornn~ission by the developers indicating that they felt they did not fall under the requirements for a planned Residential Development. The Planner indicated that he had discussed the matter with the City Attorney, and that they both felt that via ile the plat was in some respects not typical of a I~anned Residential Development, it was still reasonable to require the guidelines outlined in the Planned Residential Development section of the zoning ordinance. PRELIMINARY PLAT - RIVERS EDGE ADDITION - STAR REALTY SOUTH OF COUNTY ROAD 47 WEST OF VERMILLION RIVER Planning Commission Minutes July 10, 1978 -4- The Planner indicated that the main items of concern voiced by the developers had to do with private open space and landscaping in the plat. It was the staff's opinion that the individual open lot area could be considered ~ ~h¢ private open space as long as it included 10% of each lot, and that 4 trees per lot could be considered to meet the landscaping requirement as opposed to the 1 tree per lot required by the subdivision ordinance as there were 4 units per lot. There was considerable discussion by the Planning Commission as to whether the developers should provide a separate recreational space within the development as opposed to individual lot areas, and also how the park dedication related to the private open space. The Planner indicated he would check with the Attorney to discuss the alternatives regarding a separate park area within the project. Chairman Stoffel continued consideration of the preliminary plat to the next Planning Commission meeting. The Planner indicated that the Staff had not completed making comments on either ordinance. Commissioner Terrell indicated that the Committee was still working on both ordinances. Commissioner Wendler reported that the Committee had met with the Schumacher's representative and had been informed ~hat the Schumachers would only be platting one row of lots on 4th Street for this year. Moved by Commissioner Wendler, seconded by Commissioner Kramer to adjourn at 9:29 P.M. 9 ayes, 0 nays.
