HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of July 19 2022
Held at 7:00 p.m. at City Hall
I. Quorum: Toppin, Simacek, Sovik Siemens, Borchardt, Peterson, Youngren, Blasing,
and Smith.
Absent: Chouman
Staff Present: Justin Fortney, City Planner
Chair Toppin called the meeting to order at 7:00 pm.
II. Minutes: May 17, 2022
Chair Toppin approved the minutes without any corrections.
III. Certificate of Approval Review
A. 315 Pine Street – Rehabilitation of Structure
Staff presented the staff report. Pavel Zakharov, Applicant, explained that the house doesn’t look
very different from the exterior but about 250 Cubic yards of debris has been removed by bucket.
He said he is not able to start performing any work until he has a building permit. To obtain a
building permit he must have costly and time-consuming plans produced. The exterior plans have
been completed and he was told the remainder of the building plans will be completed by the end
of the week, which he has been told often.
Last fall he had intended on removing the third floor, capping the second, rehab the remainder,
and design a third floor at the end. After removing two feet of rubble he found that the second-
floor walls were tied into the third floor, which made demolition and capping unfeasible.
The plan is now to rehab the entire exterior, replace the solarium with an addition, and build a
rooftop deck on the third floor.
Commissioner Siemens said the solarium was not historic and asked if any structure was
necessary. Zakharov said a structure is needed for the stairway egress and the elevator shaft.
Fortney said the proposed addition is compatible with the architecture, placement, and era of the
structure. He added that its design is different enough from the existing that it will be discernable
from the historic structure.
Chair Toppin asked if the rooftop deck will be visible from the ground. Zakharov said no, the
parapet walls are currently a few feet tall and he intends to counter sink the roof even more into a
four-foot dead space between it and the ceiling.
Motion by Sovik Siemens to approve the rehabilitation as proposed with the following
condition, seconded by Youngren; motion approved 8-0
- New items must be approved by the HPC as required by City of Hastings ordinance
and design Guidelines.
B. 205 7th St W - Gutters and reauthorize expired approval
Fortney said the application is to replace the gutters on the garage to match the half-round gutters
of the house and install a metal awning roof over the kitchen window that was approved by the
HPC and expired after a year. Commissioners asked about the location of the awning and how
visible it would be. Commissioner Simacek said it is on the west side and towards the back. He
added it is not a visible location and from the side you wouldn’t be able to see the roof of the
awning.
Motion by Sovik Siemens to approve the rehabilitation as proposed with the following
condition, seconded by Simacek; motion approved 8-0

Motion by Simacek to adjourn the meeting at 7:45 pm, seconded by Smith; motion
approved 8-0.
