HomeMy WebLinkAbout09/11/78MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, SEPTEMBER 11, 1978 7:30 P.M. The meeting was called to order at 7:30 P.M. by Chairman Stoffel. Members Present: Commissioners Stoffel, Murphy, Groth, Kramer, Legler, and Liska Members Absent: Commissioners Wendler and Gergen Moved by Commissioner Groth, seconded by Commissioner Legler to approve the Minutes of the August 28, 1978 Planning Commission meeting. 6 Ayes - 0 Nayes. Chairman Stoffel opened the Public Hearing at 7:33 P.M. The Planner indicated that on file were the Notice of Public Hearing, the Affidavit of Publication and the Certificate of Mailing. Thus, the Public Hearing was properly called. He went on to explain to the Planning Commission that the Staff had reviewed new site plans submitted by Hardee's and also explained comments the Staff had on the revised drawings. Due to the number of drainage questions, he suggested that the Planning Commission request additional revised drawings addressing the Staff comments. APPROVAL OF MINUTES PUBLIC HEARING SITE PLAN REVIEW - HARDEE'S RESTAURANT 1309 VERMILLION ST. PAUL GRAY CO., INC. Mr. Jerome Tjx of 1320 Ramsey Street indicated that the residents in the neighborhood were concerned about possible increase in a drainage runnoff from the Hardee's site. He stated that the residents were not against the restaurant but that they were concerned about the ex[sting drainage problem and the effect the new development might have upon that situation. Commissioner Groth gave the Committee report which explained that the site plan, as proposed, would drain approximately half the site to Vermillion St. , and half to Sibley St. He also indicated that he felt it would be best to have the Committee, the developer, the Engineer, and the Planner get together to work out the best possible solution. Other discussion included comments regarding the exterior building materials, additional screening from residential areas, signs, and traffic patterns. After all people present had an opportunity to be heard on the matter, Chairman Stoffel closed the Public Hearing at 8:13 P.M. Planning Commis sion Minutes -Z- September 11, 1978 (Cont.) Moved by Commissioner Groth, seconded by Commissioner Legler to refer the matter back to the Committee to d~scuss with Hardee's, residents, and City Engineer. 6 Ayes - 0 Nayes. The Planner indicated that he had been in contact with Commissioner Gergen regarding the matter, an:] that the general neighborhood consensus was not opposed to the home occupation permit. However, he noted that there was concern about the number of young children in the neighborhood and the possible danger of increased traffic. Mr. Birkholtz stated that he did not feel that his business would increase traffic in the neighborhood, and also that he himself had small children. Moved by Commissioner Kramer, seconded by Commissioner Legler to approve the home occupation permit. 6 Ayes - 0 Nayes. Chairman Stoffel indicated that the County had requested that no discussion regarding the site plan review take place at this meeting. A full presentation to be presented at the September 25th Planning Commission meeting. Mr. N~cholls proposes to construct a two-family dwelling located adjacent to an existing four-plex, within a few blocks ofbo[hapa~k and greater density zoning d~stricts. Chairman Stoffel referred this request to a comlr~ittee consisting of Cornrnissioners L~gler, Liska and Gergen and scheduled a Public Hearing for the September 25, 1978 Planning Commiss ion meeting. Chairman Stoffel asked the Planner to refer the ordinances under review to appropriate com~r*ittees for the next Planning Commission meeting. Mr. Dick Fuchs, a local architect, gave a presentation which explained Dr. Humbert's expansion plans. Those plans consisted of a small dental building with parking lot in an R-Z zoning district. Chairman Stoffel referred the matter to the Kramer Committee. The Planner indicated that the citizen participation meetings for the Comprehensive Plan update would be held within the next two weeks. He recommended that the Planning Commission members attend as many Public Hearing - Hardee's (Cont.)
