The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, August 8, 2022 at 7:00 p.m. in the Hastings City Council
Chamber.
1. Call Meeting to Order
Planning Commissioners Present: Messina, Matzke, LeBrun, Peters, and Teiken
Planning Commissioners Absent: Romens and Halberg
Staff Present:
City Planner Justin Fortney
2. Approval of Minutes – June 27, 2022 Regular Meeting
Chair Messina asked if there were any additions or corrections to the minutes.
Minutes approved as presented.
PUBLIC HEARINGS
3. United Heroes League – Interim Use Permit #2022-47 – Outdoor Ice Rink and
Parking – 15211 Ravenna Trail
Planner Fortney provided a summary of the interim use permit. The permit allows for
temporary improvements that do not meet all of the city development standards for a
period of time in areas outside the MUSA (Metropolitan Urban Service Area). The
applicant made a similar request in 2020 which was approved but the improvements
were never made due to unexpected financial hardship due to Covid-19. Staff
reviewed the application and recommend approval of the proposed interim use permit
subject to conditions.
Messina opened the public hearing at 7:07 pm.
Mr. Shane Hudella, United Heroes League, 15211 Ravenna Trail. Mr. Hudella shared
background information on the interim use permit that was previously approved for
the United Heroes League that expired before being fulfilled. Mr. Hudella expressed
his excitement for the current permit request providing details for future plans.
Messina asked Hudella for background information on what United Heroes League is.
Mr. Hudella responded with a summary of United Heroes League’s mission and
history.
Messina closed the public hearing at 7:13 pm.
Messina asked if the commissioners had any comments or questions. Commissioner
Teiken asked for clarification on the next steps for the interim use permit. Fortney
explained the progress that would need to be made in order for the permit to remain
valid. Mr. Hudella provided information regarding their previous permit for the
Confidence Course and how they were unable to complete the course due to Covid-
19 complications. Mr. Hudella indicated they do not foresee any issues with
constructing this permit. Commissioner Matzke asked for clarification on their future
plans for permanent buildings concerning utilities and where they are at with funding
for the permanent buildings. Mr. Hudella shared their two plans for accessing utilities
and shared their plan to start the capital campaign for funding. Commissioner Peters
asked for clarification on the process to review for each addition. Planner Fortney
provided an explanation for the future additions to the site.
Commissioner Teiken made the motion to approve, seconded by LeBrun.
Ayes: Commissioners Messina, LeBrun, Matzke, Peters, and Teiken
Nays: None.
Absent: Halberg and Romens
The vote to approve the Interim Use Permit passes and will be reviewed by City
Council on August 15, 2022
OTHER ACTIONS
4. Other Business – Fortney provided a summary of recent City Council actions.
5. Adjourn
Commissioner Matzke motioned to adjourn the meeting at 7:22 PM. Seconded by
Commissioner Peters. Vote: Ayes 5; Nays: 0. Motion approved as presented.
