HASTINGS PLANNING COMMISSION MEETING
MONDAY, FEBRUARY 12, 1979
The meeting was called to order at 7:t0 P.M. by Acting Chairman Liska.
Members Present:
Commissioners Liska, Murphy, Groth, Kramer,
Wendler, Hughes, Bultman, Legler and Gergen
Members Absent: None
Moved by Commissioner Murphy, seconded by
Commissioner Wendler to approve the Minutes
of the January ZZ, 1979 Planning Commission meeting.
9 Ayes - 0 Nayes.
APPROVAL OF MINUTES
The Planner explained that according to the City Code,
only those members who have served at least one year
on the Commission were elegible to be elected Chairman.

Commissioner Wendler asked to be excused from the nominations, as the
demands of his job can sometimes force him to be absent from the Planning
Commission meeting.
Moved by Commissioner Groth, seconded by
Commissioner Wendler to close the nominations
for Chairman. 9 Ayes - 0 Nayes.
Commissioner Latch was elected as Chairman of the
Planning Commission for the ensuing year by a 6-3 vote.
Moved by Commissioner Wendler, seconded by
Commissioner Latch to open nominations for
Vice-Chairman. 9 Ayes - 0 Nayes.
Commissioner Bultman nominated Commissioner
Liska as Vice-Chairman.
Moved by Commissioner Wendler, seconded by
Commissioner Groth to close nominations and cast
a unanimous vote for Commissioner Liska for Vice - Chairman.

proposed ordinance would add restrictions on
development along the Vermillion River that were
not mandatory. The Planner and Mr. Ed Elliott
of Loucks and Associates responded that the ordinance
provisions for areas along the Vermillion River contained
only those requirements that were already existing in
the current flood plain ordinance and those requirements
that would be required by a shoreland ordinance. Mr.
Tom Reuter stated that he felt the Metropolitan Waste
Control Commission should be required to clean up
the Pigs Eye sewage treatment plant before local
municipalities should have to come up with a critical
areas plan. Mr. Peter Mitzuk stated although he had
read the plan, he still did not understand the plan.
Mr. Mitznk also indicated that he felt that each page
of the ordinance should be published in the local
newspape.r, so that each resident would have the
opportunity to review the ordinance prior to the
City approving the ordinance. The Planner stated
that the cost of doing such a publication would be
prohibitive when the ordinance was not final. He
explained that copies of the]~lan, Ordinance, and
Capital Improvements Program were available for
inspection at City Hall. Mrs. Lois Jensen stated
that she felt that property owners should be able
to receive a copy of the plan. Cbmmissioner Groth
also suggested that it %Irould be desirable to send a
copy of the entire set of documents to each of the
property owners in the Mississippi River Corridor.
The Planner indicated that he felt that approach
would also be impractical.

There was additional discussion regarding the
concern that property owners might not be aware
or understand the provisions of the plan.
Moved by Commissioner Wendler, seconded by
Commissioner Murphy to table the issue, refer
the matter back to the Committee and request
an additional extension from the required submittal
date from the State Planning Agency. 9 Ayes - 0 Nayes.
Chairman Latch asked Mr. Peter Mitzuk and someone
else in the East Hastings area to sit in on the Committee.
Mr. Mitzuk indicated that Mr. Peter Likes would be that
individual. Chairman Latch also asked Mrs. Lois Jensen
to sit in on the Committee as a representative of the western
area of the Mississippi River Corridor inHastings.

The Planner was directed to have some extra copies
of the Plan on hand at City Hall for public examination
and also to place a copy in the public library.

Commissioner Liska gave the Committee report which
indicated the Committee felt there was additional work
to be done on the matter, but that certain assumptions
had been made. One assumption was that the R-1 area
should remain as allowing two-family dwellings only by
special use permit or not at all. Another assumption was
that the Committee appeared to be in general agreement
that two-family dwellings should be permitted in the older
parts of town with some kind of number per area limitation.

The Planner was also requested to provide the Committee
with definition of terms such as "dwelling unit", ~'live-in
unit", "bedroom", and etc. The Con'krnittee also requested
a city base map and zoning map to assist them in their
efforts.
Chairman Latch appointed Commissioner Bultman to
replace him on the Committee, although he will continue
to serve on the Committee also.
Moved by Commissioner Wendler, seconded by
Commissioner Murphy to adjourn at 9:21 P.M.
