Chairman Latch gave a brief overview

regarding the Critical Area Plan and
implementing ordinances. It was the
committee's recommendation that the
plan and ordinances be recommended
to the City Council for approval sub-
ject to the condition that (1) there
be modifications to the definition
of an "Overlay District," (2) that an
example and clearly definition is
provided for the term "Percent of
Slope," and (3) that some reference
or an addendum be made to the ordin-
ance regarding the location of known
elevations in the Hastings floodplain.
The information regarding elevations
is to be made available to owners,
developers or builders who are
anticipating constructing buildings
in the floodplain.
Tom Loucks of Tom Loucks & Associates,
Inc. then provided the Commission with
an overview of the Critical Area Plan
and Ordinance. He indicated that re-
visions had been made to the text of
the documents as a result of dis-
cussions with the Critical Areas
sub-committee.
He indicated that no revision had been
made to the ordinance regarding known
elevations in the floodplain because
that information is readily available
in the City Engineer's office.
