Members Present: Commissioners Murphy, Groth, Hughes, B~ltman and Gergen Members Absent: Commissioners Wendler, Kramer and Liska Moved by Commissioner Groth, seconded by Commissioner Murphy to approve the Minutes of the February 12, 1979 Plan- ning Commission meeting. 5 Ayes - 0 Nayes. Chairman Latch gave a brief overview of the sub-committee's deliberations regarding the Critical Area Plan and implementing ordinances. It was the committee's recommendation that the plan and ordinances be recommended to the City Council for approval sub- ject to the condition that (1) there be modifications to the definition of an "Overlay District," (2) that an example and clearly definition is provided for the term "Percent of Slope," and (3) that some reference or an addendum be made to the ordin- ance regarding the location of known elevations in the Hastings floodplain. The information regarding elevations is to be made available to owners, developers or builders who are anticipating constructing buildings in the floodplain. Tom Loucks of Tom Loucks & Associates, Inc. then provided the Commission with an overview of the Critical Area Plan and Ordinance. He indicated that re- visions had been made to the text of the documents as a result of dis- cussions with the Critical Areas sub-committee. He indicated that no revision had been made to the ordinance regarding known elevations in the floodplain because that information is readily available in the City Engineer's office. APPROVAL OF MINUTES COMMITTEE REPORT - MISSISSIPPI RIVER CORRIDOR CRITICAL AREAS PLAN, ORDINANCE AND CAPITAL IMPROVEMENTS PROGRAM Plal~ning Commission Minutes (Continued) -2- Considerable discussion then ensued in regard to enabling legislation for Critical Areas planning, elevations in the floodplain, the Capital Improve- ments Program, setback and elevation standards in the ordinance, variance procedures, and a concern that the City should exercise local control in the implementation of the Critical Areas Plan. Moved by Commissioner Murphy, second- ed by Commissioner Groth to recommend approval of the Critical Areas Plan and Ordinance with the revisions that have been recommended by the sub- committee and Loucks Associates. It was further noted that the Commission forwarded its recommendation with the concern that the Council be very cognizant of exercising local control in the implementation of the Plans and Ordinances. 5 Ayes - 0 Nayes. Motion by Commissioner Hughes, second- ed by Commissioner Murphy to table consideration of the Capital Improve- ments Program until Planning Director Burns is available to attend the next Planning Commission meeting. 5 Ayes - 0 Nayes. Motion by Commissioner Gergen, second- ed by Commissioner Groth to table two family dwelling review until the next Planning Commission meet- ing. 5 Ayes - 0 Nayes.
