HASTINGS PLANl~ING COMMISSION MEETING
MONDAY, JUNE 11, 1979
7:30 P.M.
The meeting was called to order at 7:34 P.M. by Chairman Latch.
Members Present:
Commissioners Latch, Gergen, Liska, Bultman, Hughes,
Wendler, Kramer and Murphy
Members Absent: None
Moved by Commissioner Murphy, seconded by
Commissioner Kramer to approve the Minutes of
the May Z9th, 1979 Planning Commission meeting.
8 Ayes - 0 Nayes.
APPROVAL OF MINUTES
Chairman Latch opened the Public Hearing at 7:35 P.M.
The Planner stated that on file were the Notice of Public
Hearing, Affidavit of Publication, and Certificate of
Mailing. Thus, the Public Hearing was properly called.
The Planner explained that a special use permit was
required because the property is still technically within
the flood fringe of the Vermillion River flood plain and
the storage tanks are to be buried below the flood
protection elevation. He noted that the Minnesota
Department of Natural Resources had been notified
as required, and had not sent any negative comments.

Mr. Robert Sandeen, Dakota County Engineer, further
explained the reason for the larger tanks. He indicated
that the County expected a cost savings and would be better
assured of an adequate supply of gasoline and fuel oil for the
shop's operation by being able to buy in larger quantities.
After all people present had an opportunity to be heard on
the matter, Chairman Latch closed the Public Hearing at
7:50 P.M.
Moved by Commissioner Wendler, seconded by Commissioner
Murphy to approve the special use permit. 8 Ayes - 0 Nayes.
Commissioner Wendler gave the Committee report,
identified three possible alternatives for the developer.
They are as follows:
Reconstructing the driveway to conform to
originally approved site plan.

entries and remove the remaining portion of
the driveway except for a surface wide enough
to serve as a sidewalk. Also involved would
be widening the easterly driveway to the
maximum allowed by the zoning ordinance and
construct a cul-de-sac at the west end of the
parking lot. The developer is also encouraged
to consider connecting the westerly end of the
parkhag lot with future development to the west.

The developer could come up with another
approach dealing with the situation.
The Planner indicated that he discussed the second
alternative with the Fire Marshal, who had indicated
that that approach could be acceptable. Chairman
Latch stated that the Committee had felt that the driveway,
as ex[sting, would be ~oodangerous to consider leaving in its
present condition.
Commissioner Liska indicated that she felt no sidewalk should
go to the street, as the grade could be dangerous for bicyclists
and children entering Wes[view Drive just as it would be for
vehicles. She also stated that she felt the contractor should be
held liable for their involvement in the matter.
Moved by Commissioner Kramer, seconded by Commissioner
Murphy to accept the Committee's report. 8 Ayes - 0 Nayes.
Mr. Dick Fuchs, the architect for the developers,
presented the Planning Cornrnission with a sketch plan
concept of the tov~nhouse proposal. The property is
currently zoned C-5, and would also involve a
rezoning request to accomodate the townhouse proposal.
No action was taken.
