HASTINGS PLANNING COMMISSION MEETING
MONDAY, JUNE 25, 1979
7:30 P.M.
The meeting was called to order at 7:30 P.M. by Chairman Latch.
Members Present:
Commissioner Latch, Gergen, Liska, Bultman,
Hughes, Kramer and Murphy
Mambers Absent: Commissioner Wendler
The Planner suggested amending the Minutes to include
the following after the vote on the Anda Construction/
Schumacher apartments site plan change: "The developer
is to provide a detailed site plan indicating the alternative
to be taken for Staff review and Planning Commission
approval prior to any construction taking place'.'
APPROVAL OF MINUTES
Moved by Commissioner Hughes, seconded by
Commissioner Liska to add the sdggested amendment.
7 Ayes - 0 Nayes.
Moved by Commissioner Murphy, seconded by
Commissioner Kramer to approve the Minutes
as amended. 7 Ayes - 0 Nayes.
Mr. Catur[a is requesting ~t special use permit to
allow for the remodeling of a portion of the old
Armory building for the purposes of establishing a
wheel alignment shop.
Moved by Commissioner Kramer, seconded by
Commissioner Liska to set a Public Hearing for the
July 9th, 1979 Planning Commission meeting. 7 Ayes-
0 Nayes. Chairman Latch referred the matter to the
Liska Committee.

Mr. Tanner is requesting a special use permit to operate
a pre-school kindergarten in the home she intends to
purchase located at 1ZZ0 Honeysuckle Lane. She is
currently conducting the school in St. Phillip's Church,
and has been denied special use permits for two other
residential locations in an R-1 zoning district.

Commissioner Hughes expressed concern over the
affect the Planning Commission and Council's action on
this request might have in regards to the character of

Moved by Commissioner Kramer, seconded by
Commissioner Murphy to set a Public Hearing for

matter to the Kramer Committee.

The Planner explained that the Industrial Park Board
and an applicant were requesting an ordinance amend-
ment to allow a fac ility that would raise animals for
medical experimental purposes. The current ordinance
would not permit this kind o£ facility in the Industrial
Park. The Planner also explained that he had contacted
the Humane Society and the U.S. Department of Agriculture,
which licenses this type of operation. He explained that
the Humane Society had not indicated any oppo'sition to
this kind of facility, but was concerned about the operation
of this facility.

AMENDMENT TO PERMIT

PURPOSES IN THE
INDUSTRIAL PARK
Mr. Wallace Erickson, the Industrial Park Director, further
explained the scope of the proposed facility.
Moved by Commissioner Kramer, seconded by
Commissioner Hughes to approve the proposed ordinance
amendment as worded in the Planner's report. 6 Ayes -
Bultman abstained.
The Planner had provided each of the Planning Commiss-
ion members with a copy of some potential goals and
priorities for the Comprehensive Plan. He asked that
each and every one of the Planning Commission members
closely review the items indicated and either attend the
workgroup meeting at 6:30 P.M. on Wednesday, June
27th, 1979, or submit comments to the Planning Department.

UPDATE
Commissioner Murphy gave a report on the County
long-range planning workshop that he had attended.
He went over a summary of the results of that
workshop. The Planner is to provide the Planning
Commission with copies of the summary.
