HomeMy WebLinkAbout08/27/79MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, AUGUST 27, 1979 7:30 P.M. The meeting was called to order at 7:30 P.M. by Chairman Latch. Members Present: Commissioners Latch, Gergen, Liska, Buitman, Freiermuth and Murphy Members Absent: Commissioners Hughes, Wendler, and Kramer Moved by Commissioner Murphy, seconded by Commissioner Fre[ermuth to approve the Minutes of the August 13, 1979 Planning Commission meeting. 6 Ayes - 0 Nayes. APPROVAL OF MINUTES Chairman Latch opened the Public Hearing at 7:31 P.M. The Planner stated that on file were the Affidavit of Publication, Notice of Public Hearing and the Certificate of Mailing. Thus, the Public Hearing was properly called. Commissioner Liska gave the Committee report which indicated that the Hopkins's had expressed a willingness to cut back to 24 students per day, and to not have any diving lessons initially. Commi ssioner Liska then explained that generally, the Committee did not feel that this would be an acceptable home occupation, due to concerns about noise, traffic, and safety of children in the neighborhood. PUBLIC HEARING AND COMMITTEE REPORT - HOME OCCUPATION PERMIT - PRIVATE SWIMMING AND DIVING LESSONS - 1342 WEST 17TH. ST. - MR. AND MRS. JOHN HOPKINS Mr. Dale Wiech, 1903 Ashland St. , stated that he lived in the neighborhood of a person currently conducting swimming and divhxg lessons, and that there has not been a problem with that operation. Another member of the audience indicated that they had been taking an epileptic child to the current private swim school, and that if this operation were to discontinue, they would not have anywhere to go. Mr. Hopkins urged the Planning Commission to recommend approval of the home occupation, with the condition that the operation be monitored and the approval rescinded if problems do occur. ConsiderabIe discussion followed regarding the amount of traffic, safety for children in the neighborhood in regards to the traffic, and ability of the City to revoke the license after a substantial investment had been made, and concerns about noise from the operation. 1Planning Commis s ion Minute s (Cont inue d) August ZT, 1979 After all people present had an opportunity to be heard on the matter, Chairman Latch closed the Public Hearing at 8:04 P.M. Home Occupation Pe rmit- John Hopkins (Continued) Moved by Commissioner Murphy, seconded by Commissioner Freiermuth to approve the home occupation permit on the condition that after one season, the operation would be reviewed, and that the operation be of the scope as identified in the Hopkins's noteCfiugust 14th, 1979. 4 Ayes - Liska and Bultman, Nay. The Planner presented the Planning Com mission with the PRELIMINARY PLAT Staff's review of the preliminary plat and site plan. The AND SITE PLAN - PROPO- review made several comments, and recommended setting SED TOWNHOUSE DEVEL- a Public Hearing and modifications to certain aspects of OPMENT - Z3RD AND the drawings. CANNON STREETS - LANGENFELD CONS T. Moved by Commissioner Murphy, seconded by Commissioner Gergen to schedule a Public Hearing for the September 10, 1979 Planning Commission meeting conditioned upon items indicated in the Staff report being addressed. 6 Ayes - 0 Nayes. The Planner explained that Mr. Sommers proposes to construct a garage on his property, which is a half lot with an existing house. Although the proposed garage would meet applicable setback requirements, the ~ot size is less than the minimum required by the ordinance, and therefore would require a variance in order to allow Mr. Sommers to build. VARIANCE - LOT SIZE FOR CONSTRUCTION OF A GARAGE - CORNER OF 7TH AND TYLER STS.- JAY SOMMERS Chairman Latch referred the matter to the Liska Committee with the addition of Commissioner Bultman to discuss with the Sommers' their options for locating the structure on the property. The Planner went over a number of comments that made up the Metropolitan Council's staff review of the Hastings Critical Area Plan and Regulations. He indicated that the consultant and he would be meeting with the Metropolitan Council staff to discuss the comments indicated.
