HASTINGS PLANNING COMMISSION MEETING
MONDAY, SEPTEMBER 10, 1979
7:30 P.M.
The meeting was called to order at 7:30 P.M. by Acting Chairman, Liska.
Members Present:
Commissioners Liska, Gergen, Bultman, Hughes,
We ndler, Kramer and Murphy
Members Absent: Commissioners Latch and Freiermuth
Moved by Commissioner Murphy, seconded by
Commissioner Hughes to approve the Minutes of
the August 27th, I979 Planning Com mission
meeting. 7 Ayes - 0 Nayes.
APPROVAL OF MINUTES
Ae¢~g Chairman Liska opened the Public Hearing at 7:31 P. Iv[ PUBLIC HEARING-
The Planner read into the record the Legal Notice of COMMUNITY DEVELOP-
Public Hearing. Brad Haley, of the Dakota County MENT BLOCK GRANT
HRA ~xplained the intent and purposes of the block PROGRAM
grant program. The floor was then opened to public
comment.
Mr. Tom Reuter, 321 West 1st Street, requested that
consideration be given to providing sewer and water to
residents in the West Znd and West 1st Street areas. No
other comments were presented by members of the
audience. After all people present had an opportunity to
be heard on the matter, Acting Chairman Liska closed the
Public Hearing at 7:40 P. A4.
Acting Chairman Liska opened the Public Hearing at
7:40 P.M. The Planner noted that on file were the
Notice of Public Hearing, .Affidavit of Publication, and
the Certificate of Mailing. Thus, the Public Hearing
was properly called. The Public Hearing was continued
until later in the meeting, as the architect for the project
was not present at the moment.

The Planner indicated that a conversation with the
Committee Chairman had revealed that the Sommers'
had changed their plans which would result in the
proposed garage being attached to the house rather
than having & free-standing garage. Cornnaissioner
Liska, the Committee Chairman, went on to explain
that a rte r the Somme rs' had indicated the ir willingne ss
to change their proposal, it was the Committee's feeling
that the variance should be approved, but that it might
be advisable to have a gutter and downspout directing
water from the robf of the garage addition to the street

Moved by Commissioner Wendler, seconded by
Commissioner Kramer to approve the lot size
variance. 7 Ayes - 0 Nayes.
Mr. Murphy is requesting special use permits for
two adjoining lots in order to construct a duplex on
each of the lots. Moved by Commissioner Murphy,
seconded by Commissioner Hughes to schedule a
Public Hearing on the matter for the September Z4th,
1979 Planning Commission meeting. 7 Ayes - 0 NaTes.
Acting Chairman Liska referred the matter to the Wendler
Committee.
The Planner reported that the recent southwest storm
sewer plan resulted in the acquisition of a portion of
Dakota Hills 5th Addition, which also required the
vacation of a street and the need for replatting of a
portion of that subdivision. The Planning Commission
was presented with a preliminary plat for the area in
question, and the Planner indicated that the surveyor had
been requested to show existing and proposed contours on
the preliminary plat.
Moved by Commissioner Murphy, seconded by
Commissioner Hughes to schedule a Public Hearing on the
preliminary plat for the September 24th, 1979 Planning
Commission. meeting subject to the surveyor providing
the existing and proposed contours. ? Ayes - 0 1Nayes.
Acting Chairman Liska reopened the Public Hearing at
7:50 P.M. The Planner gave a Staff report recommend~
lng approval with certain conditions. A iVir. Nelson,
of Nelson Oil Company, 165 West Sycamore St., St. Paul,
a nearby property owner , stated that he was unclear as
to the exact location of the property. After the Planner
had explained the general aspects of the development and
the location from Mr. Nelson's property, Mr. Nelson
indicated that he had no opposition. After all people
present had an opportunity to be heard on the matter~
Acting Chairman Liska closed the Public Hearing at
8:01 P.M.
Moved by Commissioner Kramer, seconded by
Commissioner Bultman to approve the preliminary plat
and site plan conditioned upon the items indicated in the
September 7th, 1979 Staff report. 7 Ayes, 0 Nayes.
Moved by Commissioner Kramer, seconded by
Com missioner Wendler to adjourn at 8:05 P. M.
