HomeMy WebLinkAbout10/09/79MINUTES OF HASTINGS PLANNING COMMISSION MEETING TUESDAY, OCTOBER 9, 1979 7:30 P. M. The meeting was called to order at 7:32 P.M. by Acting Chairman Liska. Members Present: Commissioners Liska, Bultman, Hughes, Kramer and F re ie rmuth Members Absent: Commissioners Gergen, Wendler, Latch and Murphy Moved by Commissioner Freiermuth, seconded by Commissioner Hughes to approve the Minutes of the September 24, 1979 Planning Commission meeting. 5 Ayes - 0 Nayes. APPROVAL OF MINUTES The Planner reported that since the last meeting he had not been able to come up with a report on storm water drainage, but suggested that any approval be conditioned upon a drainage p[anbeing submitted. He also indicated that upon checking with the Water Department, he found that the sanitary sewer llne in the area did not have a recprd of malfunctions, and appeared to be i~ as good a condition as any other tine built at the same time. There also appeared to be adequate reserve capacity. He went on to state that he had not been able to find any studies relating to traffic impact of fourplexes in a single- family area. He then suggested it was matter of the Planning Commission deciding whether they felt it would be appropriate for this specific location. SPECIAL USE PERMITS- DUPLEXES IN AN R-Z ZONING DISTRICT - EDDY ST. BETWEEN 19TH ST. & 21ST ST.- PAUL MURPHY Mrs. Haaland, a nearby neighbor, was in the audience and stated that the neighbors were stiI1 opposed to the request, and stated that it was primarily due to the fact that there would be two duplexes in one area. She indicated she did not feel one duplex would create such a problem. Commissioner Hughes summarized the issues that had been brought up; drainage, utilities, traffic, and neighborhood appearance. He stated that he felt he could not vote to deny the request in any of those issues, and remain consistent with past Planning Commission action. Commissioner Kramer also indicated that he felt the two duplexes would make a nice addition to the area. Moved by Commissioner Kramer, seconded by Commissioner Bultman to approve the two special use permit requests and the variance for the lot width on the southerly lot with the condition that a drainage plan be submitted with the building permit request. 5 Ayes - 0 Nayes. Planning Commission Minutes -2- October 9, 1979 McDonald's is proposing to add a drive-through service lane. The Planner indicated that the existing driveway between the building and the proposed drive-through median would be a source of traffic conflict, but indicated that McDonald's Corp. had indicated a willingness to mark the area off from public access. The Planner also recornnlended requiring certain dimensions to be verified on the site plan, widening the normal traffic lane to 20 feet rather then 18 feet, and moving some existing trees from the boulevard and utility easement to another location. SITE PLAN REVIEW- DRIVE- THROUGH LANE- MCDONALD'S- 1340 SOUTH FRONTAGE RD. Moved by Commissioner Kramer, seconded by Commissioner Hughes to approve the site plan conditioned upon the Staff's comments with the exception of the comment regarding the 20 foot driveway. 5 Ayes - 0 Nayes. Six side yard variances are being requested for the construction of three tri-plexes on lots in Dakota Hills 4th Addition. Also involved is a site plan review. The Planning Commission was presented with three alterna- tives for the development and traffic flow. VARIANCES - SIDE YARD SETBACK FOR TRI- PLEXES - 12TH ST. BETWEEN HONEYSUCKLE LANE AND PLEASANT - HASTINGS CONST. Commissioner Liska stated that she felt that there was not adequate parking available on any of the proposals for visitor parking. Commissioners Bultman and Kramer commented that in this particular location~ on-street parking would not really be a problem. Moved by Commissioner Kramer, seconded by Commissioner Bu[tman to approve the site plan,and variances for the three lots. 4 Ayes - Liska, Nay. The Planner went through a summary of the Metropolitan Council Staff's initial review of Hastings Critical Areas Plan and Regulations. He also presented the Planning COmmission with a few reword[ngs and revisions proposed as amendments to the Plan and Regulations. AMENDMENTS TO CRITICAL AREA PLAN AND REGULATIONS Moved by Commissioner Kramer, seconded by Commissioner Bultman to approve the amendments to the Critical Areas Plan. 5 Ayes - 0 Nayes. Moved by Commissioner Bultman, seconded by Commissioner Kramer to adjourn at 8:28 P. M. 5 Ayes - 0 Nayes. ADJOURNMENT
