HASTINGS PLANNING COM1VIISSION MEETING
TUESDAY, NOVEMBER 13, 1979
7:30 P. M.
The meeting was called to order at 7:31 P.M. by Acting Chairman Liska.
Members Present:
Commissioners Liska, Bultman, Wendler, Kramer,
F re ie rmuth and Murphy
Members Absent: Commissioners Gergen, Hughes, and Latch
Moved by Commissione r Wendler, seconded by
Commissioner Murphy to approve the Minutes of
the October 22, 1979 Planning Commission meeting.
6 Ayes - 0 Nayes.
APPROVAL OF MINUTES
Acting Chairman Liska opened the lZ~ blic Hearing at 7:33
P.M. The Planner indicated that on file were the Notice
of Public Hearing, Affidavit of Publication,and the
Certificate of Mailing. Thus, the Public Hearing was
properly called. The Planner went on to indicate that
revised drawings had been received showing elevations
to mean sea level and showing the proposed exterior
building materials. The Planner explained that provisions
had still not been provided showing the dimensions and
type of material proposed for the driveway and parking
lot, and the curb at the property line was still not
provided. He also stated that any approval should be
conditioned upon requiring the proposed concrete block
on one side of the building to be painted.

Commissioner Kramer gave the Committee report, indicating
that the Committee generally felt that the proposal would be
an improvement for the area, and recommended approval.
A nearby resident commented that the existing condition
of the property resulted in traffic conflicts on llth St. with
cars backing out into the street, and also traffic movement
difficulties and blind spots resulting fromthe parking of equip-
ment on the corner of 10th and Sibley Streets. Con~Jmissioner
Wendler commented that the existing driveway entrance onto
Vermillion St. is wider than what would be allowed by the
zoning ordinance.
After all people present had an opportunity to be heard on
the matter, Acting Chairman Liska closed the Public Hearing
at 7:45 P.M.

lV~oved by Commissioner Kramer, seconded by
Commissioner Wendler to approve the special use
permit with the following conditions:
That the site plan drawing be revised to
show the driveway and parking lot
construct[on details (dimensions, type
of material, etc. ).
That the developer provide assurances that
the required curbing be installed along the
property line where required when the
configuration of the street and sidewalk is
known for Hwy 61.
That the wall proposed to be constructed of
concrete block be painted within one year Of
completion of the structure.
Acting Chairman Liska opened the Publ[c Hearing at
7:48 P.M. The Planner noted that on file were the
Notice of Public Hearing, Affidavit of Publication, and
the Certificate of Mailing. Thus, the Public Hearing
was properly called. The Planner suggested that if
the Planning Commission approved the request, it would
be appropriate to require an additional parking stall.
Mr. Floyd Dewey, a nearby resident, asked several
questions about permitted uses in an R-Z zoning district.
The Planner responded to his questions. Commissioner
Wendler noted that the driveway entrance width shown
on the site plan was wider than allowed by the ordinance.
After all people present had an opportunity to be heard on
the matter, Acting Chairman Liska closed the Public
Hearing at 8:02 P.M.
Moved by Commissioner Kramer, seconded by
Commissioner Bultman to approve the special use
permit request with the condition that an additional
parking stall be provided. 6 Ayes - 0 Nayes.
Dr. Dayton's request is to move his small animal clinic
from the East Znd St. location to the former site of
Schumacher-Keller Realtors located at 1545 Verm. St.
Moved by Commissioner Kramer, seconded by
Commissioner Murphy to schedule a Public Hearing
for the November 26, 1979 Planning Commission meeting.
6 Ayes-0 Nayes. Acting Chairman Liska referred the
matter to the Wendler Committee.

The Bohlken's are requesting an additional time extension
from when they would be required to have their parking
lot hard surfaced.
Moved by Commissioner Wendler, seconded by
Commissioner Freiermuth to table the matter and
request a report from the City Attorney as to the
best method the Planning Commission could use to
better assure that all improvements shown on an
approved site plan would be constructed. 6 Ayes -
0 Naye s.
The Planner requested that all Planning Commission
members whose terms are expiring contact him and
indicate whether they would like to seek another term.
Mr. Ed Elliott, of Loucks and Associates, the consulting
firm doing the work on Hastings Comprehensive Plan
update, was on hand to summarize the contents of the
Comprehensive Plan update. Several issues were
discussed.
Moved by Commissioner Murphy, seconded by
Commissioner Bultman to schedule a Public Hearing
for 7:30 P.M. on December 5, 1979 for the purpose
of receiving comments on the final draft of Hastings
Comprehensive Plan update. 6 Ayes - 0 Nayes.
