HomeMy WebLinkAbout12/26/79 MINUTES OF HASTINGS PLANNING COMMISSION MEETING WEDNESDAY, DECEMBER Z6, 1979 7:30 P. M. The meeting was called to order at 7:30 P.M. by Chairman Latch. Members Present: Commissioners Latch, Bultman, Hughes, Kramer, Freiermuth, Murphy, Gergen who arrived at 7:33 P.M. and Wendler who arrived at 7:35 P.M. Members Absent: None Moved by Commissioner Hughes, seconded by Commissioner Murphy to approve the Minutes of the December 10, 1979 Planning Commission meeting. 6 Ayes - 0 Nayes. APPROVAL OF MINUTES The Planner explained that the main purpose of the FINAL DRAFT - HASTINGS meeting was to act on the final draft of the Comprehensive COMPREHENSIVE PLAN Plan update before the members with expiring terms UPDATE left the Commission. Commissioner Kramer indicated that he was uncomfortable with the land use map showing the area south of Highway 55 and west of Pleasant Drive as mid-density residential rather than future commercial. He indicated he would prefer to show the area as a holding zone or agricultural zone until more was known about the commercial development potential for the area. Commissioner Hughes also indicated that it would be unfair to a property owner that would develop an area for mid-density residential, and then have commercial encroachment occur. The Planner explained that while a holding zone would be acceptable for the zoning ordinance, the Comprehensive Plan would have to make a land use projection for the area. He also explained that if the land use map projected a definite commercial area, the possibility of having that revert to residential was remote. Commissioner Wendler also expressed concern about cutting off the possibility of future commercial development in that area. Moved by Commissioner Hughes, seconded by Commissioner Bultman to approve the final draft of the Comprehensive Plan update with the recommendation that the text of the commercial development section of the plan be revised to include a statement that would allow additional commercial development in the Highway 55 and Pleasant Drive area under certain circumstances. The Planner is to p re sent the Planning Commis s ion at the ir next meeting with the wording of the revision. 8 Ayes - 0 Nayes. Planning Commission M[nu%es -%- December Z6, 1979 ( Gont inu¢ d ) The Planner indicated that since Mr. Latch would no longer be with the Planning Commission, it might be advisable to appoint a new Chairman. Moved by Commissioner Wendler, seconded by Commissioner Bultman to appoint an acting, or temporary Chairman to serve until the new Planning Commission is established, and can vote on a full time Chairman. 8 Ayes - 0 Nayes. Commissioner Kramer nominated Commissioner Wendler for the temporary Chairman position. Commi s s ioner Wendle r nominate d Commis s ioner Kramer for the temporary Chairman position. Chairman Latch closed the nominations. A ballot vote was taken, Commissioner I~ramer receiving three (3)votes, Commissioner Wendler receiving five (5). Commissioner Wendler was voted as temporary Chairman. Moved by Commissioner Wendler, seconded by Commissioner Hughes to adjourn at 8:28 P.M. 8 Ayes - 0 Nayes.
