HASTINGS PLANNING COMMISSION MEETING
MONDAY, MARCH 24, 1980
7:30 P. M.
The meeting was called to order at 7:30 P.M. by Chairman Wendler.
Members Present:
Commissioners Wendler, Kramer, Von Feldt,
Reuter, Bultman, Simacek, Kunkel, Freiermuth
and Murphy
Members Absent: None
Moved by Commissioner Freiermuth, seconded by
Commissioner Murphy to approve the Minutes of
the March 10, 1980 Planning Commission meeting.
9 Ayes - 0 Nayes.
APPROVAL OF MINUTES
Mr. McCabe's request would involve operating a
dental lab in the basement of his home, without
any customer visits, and no sign proposed.
Commissioner Von Feldt asked if there would be any
employees, and if there would be any ultrasonic
cleaning machines. Mr. McCabe explained that there
would be an air compressor, that he felt there should
be no interference caused by the machine, and that there
would not be any employees.

Moved by Commissioner Bultman, seconded by
Commissioner Simacek to recommend approval of the
home occupation permit. 9 Ayes - 0 Nayes.
Mr. Weiland is proposing to convert an existing ware-
house building at 515 East 3rd St. to a racquetball
facility. The Planner explained that it is not uncommon
to have "commercial recreational uses" as special uses
in industrial zoning districts. Commissioner Bultman
commented that neighborhood residents had called her
expressing concern over the proposed use. She asked
if a beer or liquor license request would be made. Mr.
Weiland commented that he did not want to have any
alcoholic beverages on the premises.

Moved by Commissioner Kramer, seconded by
Commissioner Kunkel to set a Public Hearing for the
April 14th, 1980 Planning Commission meeting.
9 Ayes - 0 Nayes.

Chairman Wendler referred the matter to the Murphy
Committee, adding Commissioners Von Feldt and
Bultman to serve for this issue.
Mr. Pechacek's proposal meets current minimum
standards for lot size and setbacks.
Moved by Commissioner Murphy, seconded by
Commissioner Simacek to schedule a required
Public Hearing for the April 14th, 1980 Planning
Commission meeting. 9 Ayes - 0 Nayes.
Chairman Wendler referred the matter to the Bultman
Committee.
The Planner commented that the re was some question
regarding the elevation building sites must be at in sub-
divisions, and indicated he had requested clarification
from other agencies. Planning Commission members
questioned various aspects of the flood plain ordinance.
The Planner was asked to report back on the situation
of existing lots which are difficult or impossible to build
on, and meet fill requirements.
Moved by Cornrnissioner Kramer, seconded by
Commissioner Reuter to table the matter %mtil the
April 14th, 1980 Planning Commission meeting.
9 Ayes - 0 Nayes.
The Committee Chairman presented comments on the
respective areas of study. Various aspects of the
ordinance were discussed by the Commission members.
Chairman Wendler scheduled a meeting of Committee
Chairman and other interested members to discuss the
ordinance further, the City Planner to arrange the
meeting for one evening in the first week of April.
Moved by Commissioner Murphy, seconded by
Commissioner Kunkel to adjourn at 9:15 P.M.

Cornrnissioner Murphy pointed out that it was
Commissioner Kramer's final meeting with the
Planning Commission, and commented on the valuable
service Mr. Kramer had given.
