HASTINGS PLANNING COMMISSION MEETING
MONDAY, APRIL 14, 1980
7:30 P.M.
The meeting was called to order at 7:30 P.M. by Chairman Wendler.
Members Present: Commissioners Wendler, Von Feldt, Reuter, Bultman,
Kunkel, Freiermuth and Murphy
Member Absent: Commissioner Simacek
Moved by Commissioner Murphy, seconded by
Commissioner Freiermuth to approve the Minutes
of the March 24, 1980 Planning Commission meeting.
7 Ayes - 0 Nayes.
APPROVAL OF MINUTES
Chairman Wendler opened the Public Hearing at 7:31 P. M. PUBLIC HEARING -
The Planner indicated that on file were the Notice of SPECIAL USE PERMIT-
Public Hearing, Affidavit of Publication, and Certificate CONVERT SINGLE-
of Mailing. Thus, the Public Hearing was properly called. FAMILY DWELLING TO
The Planner went on to say that Mr. Pechacek had with-
drawn the special use permit request, and that no action
was necessary. A gentleman in the audience indicated
that he was prepared to pre sent the Planning Commission
with a petition of property owners opposed to the request.
Chairman Wendler closed the Public Hearing at 7:32 P.M.
No action was taken.

Chairman Wendler opened the Public Hearing at 7:33 P.M. PUBLIC HEARLNG -
The Planner stated that on file were the Notice of Public
Hearing, Affidavit of Publication, and Certificate of
Mailing. Thus, the Public Hearing was properly called.
The Planner went on to explain that additional site infor-
mation had been provided, which indicated that additional
parking stalls would be required, and that other aspects
of the site plan needed to be revised.

Mr. Peter Mitzuk, an area resident, stated that he felt
the proposed development would be an improvement and
an asset to the area.
After all people present had an opportunity to be heard
on the matter, Chairman Wendler closed the Public
Hearing at 7:37 P.M.
Moved by Commissioner Bultman, seconded by
Commissioner Murphy to approve the ordinance
amendment adding commercial recreational uses as
a special use in the I-Z zoning district.

The action on Mr. Weiland's special use permit to be
delayed until the next meeting, in order to evaluate
necessary site plan revisions. This action could still
be coordinated with the Council's final reading of the
ordinance amendment. 7 Ayes - 0 Nayes.
Presentation - Mr. Douglas Differt and Mr. Wayne
Murphy from Mn Dot, explained that the proposal
was to convert the existing building for garage purposes,
and the development of parking areas near the structure.
Chairman Wendler asked if there would be any outside
storage of machinery and materials, such as salt, sand,
etc. Mr. Murphy replied that there may be some outside
storage of equipment on an infrequent basis, and that
there would most likely be some storage of sand and salt.
There were also questions about 21st St., the number of
employees, and the time frame. The replies were that
there would be from Z0 to g2 employees, that there had
not been any thought given to improving or opening 21st
St., and that it would be the end of the summer before
structural alterations would be completed, but that it
would be two years before all ten trucks would be located
at this facility.
Chairman Wendler referred the matter to the Murphy
Committe e, with Commis s ione rs F re ie rmuth &Kunke 1
to be added.
The Planner explained that the request would allow the
chimney to be four feet from the property line. Seven
feet is required. He also commented that an adjacent
neighbor had contacted him with concerns about the
location of the property line, and the potentials for the
chirrmey to blow smoke into adjacent second floor
windows.
Moved by Commissioner Murphy, seconded by
Commissioner Kunkel to approve the variance request
on the condition that Mr. Endres confer with the Building
Inspector to insure that the chimney would not be an
annoyance to the adjacent home. 5 Aye s - Bultman, Nay,
Von Feldt abstained.
Mr. Bill Erickson from the Methodist Church explained
the church's plans to the Planning Commission for an
addition to the existing church and improvements of the
parking area. The matter to come back before the
Planning Commission with further information.
