HomeMy WebLinkAbout04/28/80MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, APRIL 28, 1980 7:30 P. M. The meeting was called to order at 7:30 P.M. by Chairman Wendler. Members Present: Commissioners Wendler, Von Feldt, Reuter, Bultman, Simacek, Kunkel, Freiermuth and Murphy Members Absent: None Moved by Commissioner Murphy, seconded by Commissioner Kunkel to approve the Minutes of the Monday, April 14, 1980 Planning Commission meeting. 8 Ayes - 0 Nayes. APPROVAL OF MINUTES Mr. Dennis Palmer of Bart Engineering was on hand to explain the Comprehensive Drainage Plan for the City. The Planner indicated that a Comprehensive Drainage Plan was a requirement for comprehensive plan updates. PRESENTATION - COMP REHENSIVE DRAINAGE PLAN Mr. Palmer gave a summary of the contents of the plan, explained how the Planning Commission would use the plan in evaluating any land use requests, and answered questions from Planning Commission members. The Planner indicated that since the last meeting, Mr. Weiland had submitted additional site plans showing parking stalls enough to meet the minimum requirements of the ordinance, required landscaping, and that it appeared to drain. Moved by Commissioner Simacek, seconded by Commissioner Murphy to approve the request for an I-Z special use permit for a racquetball facility. 8 Ayes - 0 Nayes. SPECIAL USE PERMIT- CONSTRUCTION OF A RACQUETBALL COURT FACILITY - I-Z ZONING DISTRICT - 515 EAST 3RD ST. - JAMES WEILAND Mr. Harris'S request is for one lot at the southwest corner of the intersection of East 2nd St. and Lea St. A single-family structure occupies the property. Mr. Harris has indicated that his purposes for requesting the rezoning are to make the property more saleable. REZONING FROM R-2 TO 1-2-526 EAST 2ND ST. - RON HARRIS Moved by Commissioner Bultman, seconded by Commissioner Von Feldt to refer the matter to a Committee. 8 Ayes - 0 Nayes. Planning Commission Minutes -Z- April 28, 1980 (Continued) Chairman Wendler referred the matter to the Murphy Cornlnittee with Commissioners Bultman and Reuter to be included. Re zoning- Ron Harris (Continued) Moved by Commissioner Murphy, seconded bM Commissioner Simacek to schedule a Public Hearing for the May 1Z, 1980 Planning Commission meeting. 8 Ayes - 0 Nayes, Commissioner Von Feldt questioned how far the garage was from adjacent structures on the next lot. The Planner indicated that while he did not know distances, he did not feel that the buildings were close enough to have any impact. Moved by Commissioner Murphy, seconded by Commissioner Kunkel to approve the variance request, as it would not appear to be contrary to the spirit of the ordinance. 8 Ayes - 0 Nayes. This request does meet the terms of the ordinance, except that an addition to the house would be proposed. The Planning Cornrnission discussed whether this might be considered altering the exterior appearance of the building, which is not allowed to be done as a home occupation. Chairman Wendler referred the matter to the Bultman Conarnitte e. The Planner reported that the request met all zoning requirements. Moved by Commissioner Murphy, seconded by Commissioner Bultman to schedule a Public Hearing for the May lg, 1980 Planning Corrkmission meeting. 8 Ayes - 0 Nayes. Chairman Wendler indicated that the Committee report was not completely available at the moment and recommended tabling the matter until the next Planning Commission meeting. Moved by Commissioner Kunkel, seconded by Commissioner Murphy to table the matter until the May 12, 1980 Planning Commission meeting. 8 Ayes - 0 Naye s. Moved by Commissioner Murphy, seconded by Cornnlissioner Freiermuth to adjourn at 8:35 P.M. 8 Ayes - 0 Nayes.
