HomeMy WebLinkAbout10/04/80 MINUTES 0F HASTINGS PLANNING COMMISSION MEETING TUESDAY, OCTOBER 4, 1980 - 7:30 The meeting was called to order at 7:30 P.M. by Chairman Wendler. Members present: Cormmissioners Wendler, Stevens, Von Feldt, Reuter, Bultman, Simacek, Freiermuth, Murphy. Member absent: Commissioner Kunkel Moved by Commissioner Murphy, seconded by Commissioner Reuter to approve the minutes of the September 22, 1980 meeting. Ayes, 8; Nayes, O. APPROVAL OF MINUTES After the Planner explained the request, Mr. Pinc indicated that he schedules the work so that there isn't more than one car parked at a time in his driveway. He also stated that work is done in the home. Commissioner Bultman asked where the car's left when he is working on the seats. Mr. Pinc indicated that the car would sit in his carport. She tl~en asked how long. He responded a week at an average. A Mr. Kent Smith indicated that he was a dissatisfied customer. He stated that his car was there more than a week, and that he had seen materials in Mr. Pinc's yard. Commissioner Simacek indicated that the property is on a corner lot and situated so that operations should not bother neighbors. Moved by Commissioner Von Feldt, seconded by Commissioner Simacek to approve the home occupation permit. Ayes, 8; Nayes, 0. The Planner explained that this request was again before the City. He also explained the Council had passed the first reading of an ordinance amendment allowing the use proposed by Mn/Dot. Representatives from Mn/Dot gave a presentation showing their maint- enance needs, service area, general development plan, etc. Additionally, they indicated that with a Mn/Dot truck garage in Hastings, the City might receive slightly quicker service. The Commission members asked a number of questions about the proposal, the development plan, etc. Commissioner Reuter noted that he had toured the site with Mn/Dot and City staff, and felt that the proposed development would destroy the character of the area. HOME OCCUPATION PERMIT REQUEST - AUTOMOTIVE UPHOLSTERING - 515 W 3RD STREET - PATRICK PINC MN/DOT PROPOSAL TO CON- VERT THE VETERAN' HOME LAUNDRY BUILDING TO A TRUCK GARAGE FACILITY Moved by Commissioner Murphy, seconded by Commissioner Bultman to approve an ordinance amendment permitting the use proposed by Mn/Dot in the public institution zoning district. Ayes, 5; Nayes, Reuter, Simacek, Freiermuth. -2- The Planner explained that this appeared to be a request to extend the R3 zoning district that exists across the street from the Shopping Center. The Planning Commission discussed the compatibility with surrounding area, and rising housing costs. Moved by Commissioner Von Feldt, seconded by Commissioner Simacek to deny the rezoning re- quest, as it appeared to be inconsistent with the land use plan for the area. Ayes, 6; Nayes, Bultman; Abstained, Wendler. Moved by Commissioner Murphy, seconded by Commissioner Simacek to adjourn at 9:24 P.M., Ayes, 8; Nayes, 0.
