HASTINGS PLANNING COMMISSIO1N MEETING
MONDAY, NOVEMBER 10, 1980
7:30 P.M.
The meeting was called to order at 7:30 P.M. by Chairman Wendler.
Members Present: Commissioners Wendler, Stevens, Reuter, Bultman,
Simacek, Kunkel and Murphy.
Members Absent: Commissioners Von Feldt and ]Freiermuth.
Moved by Commissioner Murphy, seconded by Commissioner
Simacek to approve the minutes of the October 27, 1980
meeting. 7 Ayes - 0 Nayes.
The planner stated that on file were a notice of public hearmg
and certificate of mailmg. He stated that although he did not
have an affidavit of publication in the file, he was sure one
had been received. Thus, the public hearing was properly
called. Commissioner Murphy gave the committee report
noting that the proposal would involve screening the structure
from the surrounding properties, that a similar structure
existed in the vicinity, and that it would result in imoving
Mr. Kluender's equipment inside. Councilman Stoffel was
in the audience, and asked if the equipment is there currently.
The answer was yes. After all people present had an
opportunity to be heard on the matter, Chairman Wendler
closed the public hearing at 7:36 P.M.
Moved by Commissioner Murphy, seconded by Commissioner
Stevens to recommend approval of Mr. Kluender's request
for a special use permit for a temporary building in an
agricultural zoning district conditioned upon Mr. KLuender's
submitting contour maps for the building site prior to the
issuance of a building permit. 7 Ayes - 0 Nayes.

Since Commis s ioner Fre ie rmuth was not available to
present a committee report, Chairman Wendler opened
the subject to comments from the floor. Commissioner
Murphy stated that he felt a change in the ordinance was
needed, that 6 square feet is not a reasonable sign size
for many apartment developments. After further
discussion, Chairman Wendler suggested that the matter
be tabled for a complete committee report, and that he
will act as the chairn~an.
Moved by Commissioner Murphy, seconded by Commissioner
Bultman to table the matter until the next meeting, for a
committee report. 7 Ayes - 0 Nayes.
The planner explained that the original approval had
occurred almost g years ago, and that the action needed
to be reapproved. He also stated that the development
contract was in a form for approval Mr. Greg
Jablonski, representing the developer,indicated that the
development contract should remove the name of Mr.
Ronald Moen and add the name of Mr. Raymond Nowicki.
Mr. Al Sieben, adjacent property owner, made the state-
ment that the hydraulics of the site have not been proven
and that he would like to go on record as advising the
developers to increase the elevation of their structures to
provide additional protection from flood and run-off
damage. Mr. Jablonski indicated that the developers have
spent over $10, 000 having a hCdrologist go over the plans
so far, and that they felt confident of the plans as
presented. Planning Commission members asked the
planner to explain the situation. He indicated that the
development, as best as could be determined by the staff,
appeared to meet the minimum requirements of federal,
state, and local regulations pertaining to this type devel-
opment. He went on to state that this did not insure that no
such flood or run-off damage would occur.
Moved by Commissioner Murphy, seconded by Commissioner
Kunkel to recommend approval of the development plan
(preliminary plat) and development contract with the
condition that the temporary road on Mr. Nowicki's
adjacent property by established as a temporary easement.

The planner explained the Capital Improvements Plan
and revisions to the Comprehensive Plan. The
revisions were in response to comments made by
either adjacent units o[ government or by continents
made by the IMetropc, l[tan Council staff during an
informal review of the document.
Moved by Commissioner Simacek, seconded by
Commissioner Murphy to approve the Capital Im-
provements Program and revisions to the Comprehensive
Plan draft, and to recommend the Council accept these
documents, and authorize the submittal of the total
Comprehenskve Plan draft as revised to the Metropolitan
Council for the formal review persuant to the
Metropolitan Land Planning Act. 7 Ayes - 0 iNayes.
Moved by Commissioner Kunke[, seconded by
Commissioner Reuter to adjourn at 8:48 P.M.
