HomeMy WebLinkAboutPC Minutes 06-27-2022Hastings Planning Commission June 27, 2022 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, June 27, 2022 at 7:00 p.m. in the Hastings City Council Chamber. 1. Call Meeting to Order Planning Commissioners Present: Messina, Romens, Matzke, Peters, and Teiken Planning Commissioners Absent: Halberg, LeBrun Staff Present: City Planner Justin Fortney 2. Approval of Minutes – June 13, 2022 Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS 3. Hubs Landing – Conditional Use Permit – Dock Expansion – 6 Spiral View Loop Planner Fortney provided a summary of the conditional use permit request for a dock expansion by Hubs Landing. Fortney presented the proposed layout of the final expansion reviewing the proposed changes. The Minnesota Department of Natural Resources reviewed the request and found that there would be no negative impact to the area. Fortney shared that staff had concerns about parking. The applicant has requested assistance from the City for no parking signs for along Spiral View Loop as they have experienced issues with individuals not related to Hubs Landing parking along the roadway. Fortney shared notice was given and shared concerns regarding additional parking from a member of the marina. Messina opened the public hearing at 7:12 pm. The applicant, Mark Frazer, provided additional information for the Planning Commission. Frazer shared the challenges they faced which caused them to close their launch to the public. Frazer shared possible future additional parking opportunities. Teiken asked the applicant how many parking spots they currently have and to better define the uses of the area. Frazer clarified they have around 80 parking spots total and explained the other uses of the area. Peters asked Frazer to clarify their additional parking plans and if they have had the need to have individuals parking on the roadway. Fortney provided additional information regarding the original proposal from 2009 and Frazer shared they have not had the need to expand parking and do not allow parking into the roadway. Messina closed the public hearing at 7:32 pm. Messina asked if the commissioners had any comments or questions. Teiken shared his concerns that there are not standards that are tied to these kinds of applications. Teiken asked if staff has looked into surrounding cities for guidance on standards for situations like this. Matzke shared his concerns on the necessity for a clear plan for emergency service access. Fortney explained the process for these kinds of requests and what requirements it holds. Messina clarified the goal of the conditional use permit. Fortney shared the timeline of the application. Romens asked for clarification on the original conditional use permit timeframe and the specific goal of the updated conditional use permit. Commissioner Romens made the motion to approve, seconded by Chair Messina. Ayes: Commissioners Messina, Matzke, and Romens. Nays: Commissioners Peters, and Teiken. The recommendation will be reviewed by City Council on July 5, 2022 OTHER ACTIONS 4. Other Business – Fortney provided a summary of recent City Council actions. 5. Adjourn Commissioner Teiken motioned to adjourn the meeting at 8:44 PM. Seconded by Commissioner Romens. Vote: Ayes 5; Nays: 0. Motion approved as presented.
