HomeMy WebLinkAbout2 - MinutesHastings Planning Commission February 28, 2022 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, February 28, 2022 at 7:00 p.m. in the Hastings City Council Chamber. 1. Call Meeting to Order Planning Commissioners Present: Messina, Romens, Halberg, Matzke, Peters, Teiken, and LeBrun Planning Commissioners Absent: None Staff Present: Community Development Director Hinzman 2. Approval of Minutes – February 14, 2022 Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS OTHER ACTIONS 3. Continued – Rise Up Recovery – Special Use Permit #2022-14 – Operation of a State Licensed Residential Facility – 305 5th Street E. Hinzman provided a summary of the operational information and revised conditions for approval. Commissioner Romens questioned the process regarding violations of the Special Use Permit. Director Hinzman clarified the grounds for revocation and elaborated on City Council involvement. Commissioner Peters asked for clarity on the additional condition requested by Hastings Police Department. Director Hinzman expanded on the reasoning behind the additional condition. Commissioner Halberg thanked the applicants for providing further information. Halberg addressed the staffing levels relating to conditions. Director Hinzman clarified the staffing levels including how the Commissioners may add in additional conditions at their discretion. Commissioner Matzke raised concern regarding patients leaving the facility at their own will. Matzke also raised concern on the fit of the facility for the neighborhood. Ms. Neuharth stated she reached out to other recovery houses questioning their process for on site staff. Ms. Neuharth also confirmed the guidelines that will be presented to patients upon arrival. Commissioner Teiken thanked the applicant and the City Staff for the additional information provided. Teiken commented on the number and equity of conditions provided. Teiken questioned the rental housing license processes in the event it is needed in the future. Ms. Neuharth stated her agreeance with the conditions as provided. Director Hinzman clarified the rental housing licensing requirements. Commissioner LeBrun thanked the applicant. LeBrun expressed thoughts concerning the use of the home. Chair Messina commented on the permit regarding the fit of the Special Use Permit in the area. Jeremiah Fairbanks commented on the application and the process behind it. Fairbanks reassured the Commission of the support the request. Commissioner Halberg motioned to approve, Commissioner Teiken seconds. Ayes: 6 Commissioners Messina, Romens, Halberg, Peters, Teiken, and LeBrun Nays: 1 – Commissioner Matzke 4. Continued – City of Hastings – Ordinance Amendment #2022-11 – Parking for Apartments Director Hinzman provided a summary of the request. Hinzman clarified the reasoning to decrease the parking spaces per unit. Hinzman explained the point is to better reflect any future applications. Chair Messina questioned the reasoning behind amending the ordinance. Commissioner LeBrun questioned the City Staff Reports amounts compared to the Urban Land Institute of Transportation of Engineers amounts. Director Hinzman provided reasoning behind the marginal difference between the two recommendations. Hinzman also commented on electric vehicle charging spots which could apply in the future. Commissioner Teiken agreed with the 1.75 spaces per apartment commenting on the drive the market will provide. Commissioner Teiken motioned to approve, Commissioner Matzke seconds. Additional Discussion: Commissioner LeBrun expanded on the reasoning behind the change. LeBrun called attention to the cost implications comparing open parking to parking garages due to space restrictions. LeBrun commented on access for walking and biking as well. Ayes: 7 – Messina, Romens, Halberg, Matzke, Peters, Teiken and LeBrun Nays: 0 5. Other Business - Director Hinzman provided a summary of recent City Council actions and future Planning Commission items. 6. Adjourn Commissioner Romens motioned to adjourn the meeting at 7:48pm.
