Members Present: Cormnissioners Wendler, Stevens, Reuter, Bultr~un, Simacek, Freiermuth, and Kunkel, who arrived at approximately 7:35 P.M. ~mmbers Absent: Conraissioner Von Feldt Moved by Conmissioner Murphy, seconded by Conmissioner Simacek, to approve the minutes of the December 22, 1980 Planning Con~nission meeting. 7 ayes, 0 nayes. APPROVAL OF MINTrfES The Planner explained that Mr. Christensen did not intend to sell live bait or retail fishing equipment r~nufactured off the premises. All of the home occupation restrictions were met. Moved by Con~issioner ~Lrphy, seconded by Conmissioner BultD~un to recoranend approval of Mr. Christensen's home occupation permit request. 7 ayes, 0 nayes. HOME OCCUPATION PERMIT - FISHING TACKLE REPAIR - 1154 W 14TH ST. - DUANE CHRISTENSEN The Planner explained the request, and pointed out that the request would involve the need for clarification of access agreements through a con,non driveway area in addition to the basic variance request. VARIANCE - REAR SETBACK- 305 MAPLE ST. - PAUL KOPPES ~ved by ConT~issioner Freiermuth, seconded by Conntissioner Bultman, to table the rratter a refer to a conraittee for the next Planning Conmission meeting. 7 ayes, Kunkel abstaining. Chairman Wendler referred the matter to a conlnittee consisting of Con~nissioner Freiermuth as the Chairman, and Conraissioners Bultman and Stevens. Chairman Wendler opened the floor for nominations for Chairrran of the Planning Conmission for 1981. ELEC'flC~q OF OFFICERS Commissioner Bultman nominated Coranissioner 5~urphy. Conraissioner Murphy nominated Commissioner Wendler. After asking for mere nominations, Chainran Wendler closed the nominations for Chairn~n. A ballot vote was taken. Conmissioner Wendler received the n~jority of votes for Chairnmn. The Planner began going over a nl~nber of potential sign ordinance amendments that he had provided to the Planning Commission. The Planning Coranission began by considering the proposed rewordings relating to flashing signs and time and temperature signs. Commissioner Freiermuth indicated a concern that lending institutions ~ould be receiving a greater benefit than other cor~n~rcial enterprises by this provision. It was pointed out that any commercial entity could have a time and temperature sign, and the provision would not permit extensive sized electronic message signs advertising conmercial messages. Moved by Conraissioner Simacek, seconded by Con~T~iss- loner Murphy, to recoranend approval of the Planner's proposed rewording of sub section C and D of Section 10.07 subdivision 3. 8 ayes, 0 nayes. The Planning ~ssion then considered the proposed addition referring to tenporary construction signs. Mr. A1 Sieben, in the audience, and Coranissioner Freiermuth indicated that the stated n~xirman size of 25 square feet would be too small, and that the size should be increased to 32 square feet to allow a normal sized sheet of plDvood to be used. 5bved by Coranissioner Freiermuth to approve the proposed wording with the revision that the rrmximl~ size be increased to 32 square feet per surface, without a limit to the number of surfaces. ~tion died for lack of a second. Moved by Con~nissioner Simacek, seconded by Commiss- ioner Bultn~n to approve the proposed wording with nm_xirm~ of 32 square feet per surface and that only one sign be permitted, but that both sides of the sign could be used. 7 ayes, Freiermuth naye. Moved by Concessioner Simacek, seconded by Conmiss- ioner ~rphy, to approve the proposed revision to Subsection 0 of Section 10.07, Subdivision 3, re- ferring to the method t~ed to calculate the square footage of the sign. The mmendment would count only one side of the two-sided sign unless the angle between the surfaces exceeded 10 degrees, and in which case the surfaces be counted separately. 8 ayes, 0 nayes. SIGN ORDINANCE REVIEW Planning C0~mission Minutes (cont.) -3- January 26, 1981 Moved by Conmissioner Kunkel, seconded by Con~- issioner Murphy, to approve the amendments which v~uld add the C-5 Zoning District to the regulations specified in Subsection T of Section 10.07, Subdivision 3 and the subheadings of Number 3 and 5 within that Subsection T. 8 ayes, 0 nayes Moved by Cormtissioner Murphy, seconded by Comn- issioner Sirmcek to refer the issues of Section 10.07 Subdivision 3 T(3) (5) having to do with area identification signs and individual business signs within shopping centers to a conmittee which will meet at 7 P.M. prior to the next meeting. 8 ayes, 0 nayes. Moved by Conrnissioner Murphy, seconded by Conrn- issioner Kunkel, to recorm~end approval of the proposed revisions to the sign ordinance of Section 4.40 relating to permits for portable signs, specifying which signs do not require permits, and the requirement that the sign permit number to be displayed on each sign structure. 8 ayes, 0 nayes. Moved by ConraissionerNkn~hy, seconded by Corrm- issioner Simacek, to adjourn at 8:50 P.M. 8 ayes, 0 hayes. ADJOURNMENT
