Members present: Ccranissioners ~M~pa~hy., Yon Feldt, Reuter, Bultman, Simacek, and Freiermuth. ~ ~ ~ "~ ~,¥~ ~ .~ M~mbers absent: Ccra~ssioners Wendler and Kunkel. Moved by CcmT~issioner Simacek, seconded by Cc~m/ssioner Bultman to approve the minutes of the February 9, 1981 Planning ~ mission meeting. Ayes, 7; Nayes, O. APPROVAL OF MINI/rES Ccranissioner Von Feldt gave a cc~mittee report, introducing Mrs. Swanson, a next door neighbor. Mrs. Swanson indicated that they were not aware that the proposal included a room addition. She stated that she felt that with the rocm and the garage addition the structure would be built to close to their cc~rnon property line. CC~ITrEE REPORT VARIANCE REAR ~A'i'~ACK 305 MAPLE ST. PAUL KOPPES Mr. A1 Sieben, the contractor asked if Mrs. Swanson had seen a copy of the site plan. showing where the structure would be built. He also indicated that a detached garage could be built much closer to the cc~mon property line than the proposed addition. He also indicated that the addition would provide additional off street parking for the property. Cc~rnissioner Freiermuth stated that the lot appeared to be unusual, and oriented differently from the normal lot arrangement along the block. Co~n~ssioner Von Feldt indicated that it was his feeling, along with other members of the c~n~mittee, that the request could not be considered to meet the hardship test and that the need for maintaining rear yards overrode the present variance request. Therefore, he reconTaended denial. Moved by Cc~n~ssioner Yon Feldt, seconded by Cc~amissioner Bultman to deny the variance request because it was not in keeping with the intent of the zoning ordinance. Ayes, 5; Naye, Freiermuth and Murphy. Mr. Nowlan's home is located across from Pioneer Park on 16th Street. The request met the minirma~ requirements of the ordinance. C~r~-issioner Simacek asked Mr. Nowlan whether the occupation would be a primary occupation, or only a part time business. Mr. Nowlan responded that this would be his primary occupation. Ayes, 7; Nayes, none. The Planner sunTnarized the most recent proposed wordings for changes to the Sign Ordinance, the issues bein~ discussed at this meetingprimarily dealing with any identification signs and shoppiDg centers. Moved by Cemmissioner Reuter, seconded by Ccnrnissioner Simacek to approve the revisions to the proposed amendments to the zoning ordinance relating to the signs as indicated in the Planner's m~no of February 20, 1981. These revisions to be included with other reconmended changes dealt with in his previous memo, and forwarded to the Council as the Planni~ Cc~rnission's recc~nendation for amendments to clarify provisions of the sign regulations of the zoning ordinance. The Planner presented a list of proposed responses to ccranents made by the Metropolitan Council's staff as a preliminary review of Hastings Cc~rprehensive Plan These proposed revisions, along with the Planner's earlier letter of January 14, 1981 to Ms. Barbara L. Seness, the principal reviewer for the Metro- politanCouncil of Hastings Comprehensive Plan should address most of the concerns expressed by the Metropolitan Council staff. Moved by Coranissioner Simacek, seconded by CGarLissione Bultman to approve the Planner's memo of February 20, 1981 and hi~ previous letter to the Metropolitan Council staff of January 14, 198t as additions and revisions to the previously approved Hastings Comprehensive Plan Update, and reccranends that the City Council "accept" these modifications as well. Ayes, 7; Nayes, none. The Planner indicated that Siewert Construction was in the process of developin4 a preliminary plat for the remainder of their property west of Pleasant Drive and south of 17th St. He shewed the Planning CoHmissionmenbers some preliminary drawings of the anticipated preliminary plat, and pointed out scme areas of interest that had been discussed between the developer and the City staff.
