HASTINGS PLANNING COM~MISSION MEETING
MONDAY, JUNE 8, 1981
7:30 P.M.
Ymeting was called to order at 7:31 p.m. by Chairman Wendler.
Ymmbers Present: Con~rRssioners Wendler, Stevens, Von Feldt, Reuter,
Bultman, Kur~kel, Freiermuth~ and Murphy.
Members Absent: Con~nissioner Si~acek.
Moved:'byCommissioner Murphy seconded by
Co~ssioner Freiennuth to approve the
Y~nutes of the Mey 26, 1981 Plannip~ Cc~nission
Meeting. 8 Ayes, 0 Nayes.
C~hainnan Wendler opened the public hearing at
7:32 p.m. %ne P~
lanner stated that on file
were a copy of a notice of public hearing,
affidavit of publication and certificate of mail-
ing. Thus, the public hearing was properly
called. The Planner then explained the
various alternatives available to Mr. Smith and
the Planning Cor~nission.

Cormpissioner Stevens asked just exactly what
was being reqmested. Mr. S~-~th infornmd him
t~t he was asking for special use per~ait to convert
the existing structure to a duplex on the existing
lot, which could only be accomplished by
also approving a lot size variance. He stated that he
then hoped to either build on the adjacent lot
or sell it as a single fan'ily building site.
Com~_ssioner Freiermuth asked where the access
was proposed. Mr. Smith indicated that he preferred
to have an access easement across the northerly lot to
the rear of the lot containing the sum~cture to be
converted. There ~as considerable discussion
about the various alternatives. After ail people
present ~md an opportunity to be heard on the
matter, C~mirman Wendler closed the tt~blic Hearing
at 8:00 p.m.
Moved by Co~rgssioner Stevens seconded by
Co~nissioner Kunkel to deny both the variance
and the special use requests based upon the platted
lots lot size deficiency for a two family wel~ng~
and that since the adjacent lot was in common
ownership that the variance request
failed to meet the test of hardship.

Mr. Smith at this point, asked the
Planning Con~nission to consider a modified
request ~hereby he would agree to present a
Minor Subdivision to move the con~on
property line to provide the required lot size
for both the two family dwelling and
a future single fs~ily lot.
Moved by Co~-anissioner Von Feldt seconded
by Co~n~issioner Murphy to approve the
special use permit request conditioned
upon Mr. Smith accomplishing a Minor
Subdivision to provide required lot size
for both uses, and that Mr. Smith provide
the City staff with a detailed site
plan showing how he proposes to meet the
required off-street parking from Ramsey
street to the City staff before any certificates
of occupancy or building permits
are issued for either use. 8 Ayes, 0 Nayes.
Moved by Commissioner Freiermuth seconded by
Con~nissioner Reuter to adjourn at 8:26 p.m.
to permit any members desiring to leave to do so
but encouraged all to remain to observe the
slide and tape presentation ~ subdivision
control. 8 Ayes, 0 Nayes.
