HomeMy WebLinkAbout09/14/81 MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, SEPTEMBER 14, 1981 7:30 P.M. The meeting was called to order at 7:30 P.M. by Vice Chairman Murphy. Members present: Commissioners Murphy, Von Feldt, Reuter, Bultman, Simacek, and Kunkel. Members absent: Commissioners Wendler, Stevens and Freiermuth. Moved by Commissioner Reuter, seconded by Commissioner Kunkel to approve the minutes of the August 24, 1981 meeting. 6 Ayes, 0 Nayes. Mr. Novak, Architect for Dakota County explained that the County had revised their earlier pro- posal to only involve open metal stairways. Commissioner Simacek asked if the stairways would extend all the way to the ground, or terminate above the ground with a ladder. Mr. Novak stated that the stairways would be all the way to the ground, and that the doors would not have exterior handles. Moved by Commissioner Von Feldt, seconded by Commissioner Bultman to approve the fire escape as proposed, as it was felt that this proposal would appear to have a minor impact upon the appearance of the structure and the surrounding area. 5 Ayes, Simacek naye. The Planner reviewed the proposal with the Planning Commission. Moved by Commissioner Simacek, seconded by Commissioner Bultman to approve the site plan conditioned upon the items listed in the Planners memo of Sept. 11, 1981. 6 Ayes, 0 Nayes. The Planner explained that there were basically two areas that appeared to be in con£1ict with Hastings Comprehensive Plan. Moved by Commissioner Kunkel, seconded by Commissioner Freiermuth that the Planning Commission re- commend the City Council adopt a resolution informing the Metropolitan Council and Denmark Township that Denmark Townships Comprehensive Plan appeared to be inconsistant with Hastings Comprehensive Plan in that the densities pro- posed for residen, tial non-farm dwellings and APPROVAL OF MINUTES REVIEW OF TttE DAKOTA COUNTY JAIL FIRE EXITS SITE PLAN REVIEW - VERMILLION STATE BANK BRANCtt OFFICE - EAST SIDE OF LYN WAY REVIEW OF DENMARK TOWNSHIP COMPREHENSIVE PLAN -2- Sept. 14, 1981 the expansion of ~ commercial area along ttwy. would likely result in demands or requests for urban services from the City of Hastings, and that these policies would hamper the achievement of the goals in Hastings Com- prehensive Plan for similar areas. 6 Ayes, 0 Nayes. Moved by Commissioner Reuter, seconded by Commissioner Simacek to recommend in- forming the Metropolitan Council and Washington County that the City of Hastings does not find any conflict between Hastings Comprehensive Plan and Washington County's Comprehensive Plan. 6 Ayes, 0 Nayes. The Planner explained that the Peavy Company had made a request to the City Council to remove certain parking limitations on 18th Street. The request also involved two al- ternatives for driveway entrances, both of which would exceed the driveway entrance limitations in the City Code. The Planner explained that the intent of the code was to allow for greater width driveways when they were intended to be used by semi's. Moved by Commissioner Simacek, seconded by Commissioner Bultman to recommend approval of only the narrower of the two driveway entrance proposals, as the wider driveway would result in the destruction of a greater number of oak trees. 4 Ayes, Kunkel, Von Feldt naye.
