HomeMy WebLinkAbout12/14/81C MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, DECEMBER 14, 1981 7:30 P.M. The meeting was called to order at 7:30 P.M. by acting Chairman Murphy. Members Present: Commissioners Murphy, Stevens, Reuter, Bultman and Freiermuth. Members Absent: Commissioners Wendler, Von Fetdt, Simacek and Kunkel. Moved by Commissioner Stevens, seconded by Commissioner Freiermuth to approve the Minutes of the November 24, 1981 Planning Commission Meeting. 5 Ayes, 0 Nayes. APPROVAL OF MINUTES Mr. Allen Moe, a Planner for Dakota County was on hand to explain to the Commission the pro- posal being presented by the Metropolitan Council. Mr. Moe outlined the program, and briefly in- dicated that Dakota County had stated that the County was opposed to the proposal from the Metropolitan Council. Acting Chairman Murphy appointed Commissioner Reuter as the Chairman of a committee with Commissioners Stevens and Freiermuth to re- search the proposal with the City Planner to come back with a recommendation to the City Council on a comment to the Metro Council's proposal. PRESENTATION BY THE DAKOTA COUNTY PLANN- ING DEPARTMENT ON THE METROPOLITAN COUNCIL PROPOSAL TO INITIATE SURFACE WATER MANAGE- MENT PLANNING IN THE METRO AREA Mr. Morin's proposal was to establish an office in his home, with no sales or site visits. Moved by Commissioner Reuter, seconded Dy Commissioner Stevens to recommend approval of Mr. Morin's home occupation permit request. 5 Ayes, 0 Nayes. HOME OCCUPATION PER- MIT REQUEST - BUSI- NESS IN HOME - 2310 WESTVIEW DRIVE - ARTHUR MORIN Commissioner Murphy indicated that the Comm- ittee had discussed the matter, but did not have a formal recommendation at this time. Mr. Bernard Husting told the Planning Comm- ission that he thought they were making a big deal out of nothing and left the Chambers. Commissioner Stevens questioned whether a Public Hearing would really bring out all the pertinant facts on the request. Acting Chair- man Murphy asked the Planner to request a report from the Building Inspector on the re- quest, or that the Building Inspector be pre- sent at the next meeting. ORDINANCE AMENDMENT REQUEST - COMMITTEE REPORT - OFFICE, RE- PAIR, AND STORAGE FACILITY IN AG ZONING DISTRICT - HUSTING & ENGSTROM AND NOFFMAN & MCNAMARA December 14, 1981 -2- Moved by Commissioner Freiermuth, seconded by Commissioner Bultman to schedule a Public Hearing for the December 28, 1981 Planning Commission Meeting with notice to De sent to all property owners within 350 feet of the property in question. 5 Ayes, 0 Nayes. Mr. Larson told the Commission he was making a bid on the house at the Lock and Dam, which is a stucco house, and he would like to move it to his property on Tyler Street across from the Kennedy School. The Planner informed the Commission that the Staff had not had time to review the request as it had only been received that day, and that he felt the Commission could only give Mr. Larson an indication of what they thought they might do with this request. Moved by Commissioner Freiermuth, seconded by Commissioner Bultman to approve the house moving, as the home appeared to De compatiDle with the homes in the neighborhood, conditioned upon the siting of the home meeting all physical requirements and standards of the City. 5 Ayes, 0 Nayes. The Planner informed the Commission that a gentleman was going to be presenting a site plan to the Commission in the near future to convert the former Kerr McGee Gas Station to a Doughnut Shop called "The Donut Hole" with a drive-thru feature. The site plan is not complete yet, but the pro- posal should be before the Commission before long. Commissioner Freiermuth stated that he would not seek a new term, and that serving on the Commission has been a pleasure. Moved by Commissioner Freiermuth, seconded by Commissioner Reuter to adjourn at 8:35 P.M. 5 Ayes, 0 Nayes.
