MONDAY, FEBRUARY 8, 1982
7:30 P.M.
The Meeting was called to order at 7:30 P.M. by Chairman
Wendler.
Members Present: Commissioners Wendler, Stevens, Reuter,
Bultman, and Murphy.
Members Absent: Commissioner Simacek.
Moved by Commissioner Murphy, seconded by
Commissioner Reuter to approve the Minutes of
the January 25, 1982 meeting. 5 Ayes, 0 Nayes.
APPROVAL OF MINUTES
Commissioner Stevens gave the Committee re-
port indicating that since the use was con-
sistant with the permitted uses in the prop-
erty zoning district (C-3 Zone), and since
the shops area was extremely small, it was
unlikely that the operation of the shop
would seem to have a significant adverse
affect on the neighborhood. Commissioner
Reuter, the other member of the Committee
also indicated he saw no reason to deny the
request.

Moved by Commissioner Stevens, seconded by
Commissioner Reuter to recommend approval of
the lot size and off-street parking variance
request by Mr. Furney for his proposed bus-
iness, as the granting of these variances
would not appear to be contrary to the public
interest. 5 Ayes, 0 Nayes.
The Peterson's request appeared to meet
all zoning requirements. Commissioner Reuter
asked if their van was stored inside their
garage when not in use. The Peterson's in-
dicated that the van would be in the garage
when not in use, and that no signs would be
erected on the property advertising the bus-
iness.

Moved by Commissioner Murphy, seconded by
Commissioner Bultman to recommend approval
of the Home Occupation Permit for sewer and
drain cleaning at 1314 West 17th Street.

The Planner informed the Planning Commission
that the final plat conformed to the prelimin-
ary plat and met the subdivision ordinance
requirements with certain stipulations.
Moved by Commissioner Murphy, seconded by
Commissioner Reuter to recommend approval of
the Final Plat with the following stipulations:
The City's copy of the Final Plat shall
include the surveyors signature along with
the other required signatures.
The City's final copy of the plat must
contain, either in schedule form or listed
on the plat map, individual lot square
footages and the total area.
3. Intercepter sewer fees for the plat shall
be paid before the plat is recorded.

Mr. McNamara and his partner were requesting
approval of a revised site plan for the Schu-
macher 1st Addition 4-Plex developments.
The revisions were primarily relating to
specific structure placement, and in the
case of Lots 1 & ~ different styled structures.
The proposal also involved the need for set-
back variances for the parking areas from
the front property line, and for wider drive-
way openings than allowed by the ordinance.
Moved by Commissioner Stevens, seconded by
Commissioner Reuter to deny the variances for
the front setback of 25 feet for the off-
street parking areas because no hardship is
demonstrated. 5 Ayes, 0 Nayes.
Moved by Commissioner Stevens, seconded by
Commissioner Murphy to recommend approval of
site plans for the proposed 4-Plexes on
the six Schumacher 1st Addition lots with
the required 30 foot front setback for the
off-street parking areas, and to recommend
approval of the 32 foot driveway opening
widths, where the ordinance requires a max-
imum of 24 foot wide driveway openings.
These openings would be more practical, given

the design of the sites. 5 Ayes, 0 Nayes.
The Planner explained that the Township
amended its Comprehensive Plan to remove
areas previously designated for low-density
non-farm residential development, and re-
designate these areas as areas for agricul-
tural uses. Some of these areas had been
adjacent to Hastings Corporate Limits. The
Planner explained that this action would ac-
tually appear to be more compatible with the
City's Comprehensive Plan than the previous
designations. No action was taken.
The Planner presented the Commission with
draft potential revisions and indicated that
the revisions were being reviewed by the
City Attorneys Office.
Chairman Wendler referred the matter to a
Committee chaired by Coramissioner Murphy,
with Commissioners Bultman and Wendler also
serving.
Moved by Commissioner Stevens, seconded by
Commissioner Murphy to adjourn at 8:21 P.M.
