HomeMy WebLinkAbout05/10/82MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, MAY 10. 1982 7:30 P.M. The Meeting was called to order at 7:30 P.M. by Acting Chairman Murphy. Members Present: Commissioners Murphy, Swanson, Stevens, Reuter, Bultman, Conzemius and Anderson. Members Absent: Commissioners Wendler and Simacek. Moved by Commissioner Reuter, seconded by Commissioner Bultman to approve the Minutes of the April 26, 1982 Meeting. 7 Ayes, 0 Nayes. APPROVAL OF MINUTES Acting Chairman Murphy opened the Public Hearing at 7:31 P.M. The Planner explained that a Notice of Public Hearing and Affidavit of Publication were on file. Therefor the Public Hearing was properly called. The Planner summarized the issue. Councilman Pike indicated he was speaking for Mr. Paule Ehmcke one of the property owners in question. Mr. Pike indicated that he felt the property was zoned Industrial prior to the City Developed Industrial Park, which made Mr. Ehmcke's property less desirable for Industrial purposes, and that Mr. Ehmcke had been unjustly prosecuted by the City. Councilman Dave Legler told the Commission that he felt the City should be flexible in considering the zoning require- ments for the area in question. He stated that the First Ward had developed to include a wide mix of uses. He also stated that many people in the area did not want a great deal of Industrial development along Lake Isabelle. Mr. A1 Sieben stated that he felt that if multiple family was being contemplated for part of this area, and that it were to be rezoned R-2, that this would be inconsistent with other R-2 areas. He stated that the R-2 Zoning District was of farce in his opinion. PUBLIC HEARING - REZONING CONSIDERATION - INDUS- TRIAL PROPERTY ON THE NORTH SIDE OF EAST 10TH STREET EAST OF RAILROAD TRACK Wayne Stevens gave the Committee Report, indicating that the Committe felt further residential de- velopment would impede the potential for further Industrial development. He also questioned whether the area had been mistakenly zoned Industrial in the first place or whether significant changes had occured, rendering the Industrial zoning inappropriate. Commissioner Conzemius stated that he could forsee May 10, 1982 -2- problems of compatibility if protections were not quaranteed to the industry in the area. The essence of the Committee report was that their feeling was that it is not good to spot zone. Moved by Commissioner Swanson, seconded by Comm- issioner Bultman to recommend to the Council that Mr. Ehmcke and Mr. Snyder's properties be re- zoned to an R-2 Zoning Classification. 3 Ayes, Stevens, Reuter and Conzemius Naye, Murphy Abstaining. Motions fails for lack of a majority. Moved by Bultman, seconded by Swanson to pass on a report to the City Council without a re- commendation. 7 Ayes, 0 Nayes. Industrial Builders was proposing the closing off of an area along the East side of the present Mall Building which is presently open display area. This would be for new shop area. Moved by Commissioner Bultman, seconded by Comm- issioner Conzemius to approve the shop addition, with building materials of cedar panels and shakes. 6 Ayes, Swanson Abstaining. Mr. Chuck Wilson explained Mr. Olson's Mobile Home Park Development design. The mobile home park would include lot sizes and setbacks far in excess of those required by Hastings City Ordinance. No action was taken. The Planner showed a slide presentation on Land Use Planning. Moved by Commissioner Bultman, seconded by Commissioner Stevens to adjourn at 8:45 P.~. 7 Ayes, 0 Nayes.
