HASTINGS PLANNING EOMMISSION MEETING
MONDAY, MAY 24, 1982
7:30 P.M.
The Meeting was called to order at 7:30 P.M. by Chairman Wendler.
Members Present: Commissioners Wendler, Swanson, Bultman, Simacek,
Conzemius, Anderson, and Murphy.
Members Absent: Commissioners Steven and Reuter.
Moved by Commissioner Murphy, seconded by Commissioner
Anderson to approve the Minutes of the May 10, 1982 meeting.
7 Ayes, 0 Nayes.
The Planner explained the proposal was to rezone and
plat 14 lots for a manufactured housing subdivision. Under
current ordinances this could only be done by receiving approval
for a mobile home park. Consequently the developers were re-
questing a rezoning to a C-2 zoning classification in order to
obtain a special use permit for a mobile home park. The Planner
recommended amending the zoning ordinance to allow mobile parks
as either a special use in the R-3 district, or as a separate
zoning district.
Moved by Commissioner Simacek, seconded by Commissioner
Murphy to recommend to the City Council that a new zoning district
be established for mobile homes as an alternative to considering
mobile homes as a special use in the C-2 zoning district.

Moved by Commissioner Simacek, seconded by Commissioner
Murphy to schedule a Public Hearing on the rezoning request by
Star Realty for the Riverwood manufactured homes subdivison for
the June 14, 1982 Planning Commission Meeting. 7 Ayes, 0 Nayes.
Mr. Reuter's proposal was to amend the previously
approved PRD to allow him to construct three additional four-
plexes rather than four twin-homes and one four-plex.
Connnissioner Simacek indicated that citizens in the
area were concerned about the increase in traffic in the area.
Commissioner Murphy indicated that he felt the Commission should
look in to the amount of improvements needed on 22nd Street and
on Cannon Street. Councilman Bond asked from the audience if a
plat would be required for the proposed change. The Planner
responded that a plat would be required in his opinion. Council-
man Bond went on to say that he felt the City should require that
land be donated for park development rather than cash.

Moved by Commissioner Murphy, seconded by Commissioner
Anderson to refer the request to a Committee to report back on
the requested changes. 7 Ayes, 0 Nayes.
Chairman Wendler appointed Commissioner Murphy as
Chairman of a Committee to include Commissioners Swanson and
Bultman.
A Mr. Skip McCombs, a represontitive from Mr. Olson's
Engineering Firm explained the general design for the Mobile
Home Park proposal and the Multiple Family rezoning request.
The Planner recommended delaying any rezoning on the R-3 pro-
posal until at least a general development plan was proposed.
Mr. John Langenfeld, a nearby resident stated that
there was a public hunting area situated immediately adjacent
to the property on the East, and that the development of this
mobile home park would severly limit the public hunting avail-
ability, due to distance requirements for discharging fire
arms from a residential use. Mr. A1 Jensen stated that he
did not feel the area proposed was the place for low cost
housing. He indicated that 160th Street was currently a
"race track" now and that this would make the situation
worse. He also stated that he did not feel Mr. Olson was the
proper manager of a mobile home park as evidenced by the
existing mobile home park in the community run by Mr. Olson.
Mr. Rodger Schmidt indicated that he felt the proposed street
layout with only one access point did not provide adequate
access for fire and emergency vehicles. An unidentified
lady in the audience agreed. Mr. Schmidt also indicated
that no existing mobile parks in Dakota County abutted
single family residential property. Mr. Francis Tueber
stated he felt the R-3 "buffer" should be required to be
built before the mobile homes. He also indicated that
no berm would be high enough to act as an adequate buffer.
Jill Almecorkle showed the Commission Members a picture of
standing water in the area of the proposed development
and agreed that the berm would not be adequate screening.
Mary Jean Hazeltion and Mr. Schmidt indicated they felt and
environmental accessment wordsheet would be requirement.
The Planner indicated that environmental and technical design
considerations would be fully evaluated as the development
proceeds with more detail. Various other neighbors expressed
concerns regarding sewer and water capacities, drainage concern,
the condition of the existing mobile home park forebodin~ the
future of the proposed mobile home park, the impact of the
development on the school district, traffic, and the buffering.
Councilman Bond suggested that two members of the town board be
appointed to review the situation with the developer and the
Planner.

Moved by Commissioner Simacek, seconded by Commissioner
Murphy to recommend to the Council that they approve rezoning Mr.
Olson's proposed mobile home park area to the recommended mobile
home park zoning district. With the condition that representitives
of the township neighborhood be involved in the Planning of the
development. 7 Ayes, 0 Nayes.
Moved by Commissioner Murphy, seconded by Commissioner
Bultman to adjourn at 9:15 P.M. 7 Ayes, 0 Nayes.
