MONDAY, JUNE 28, 1982
7:30 P.M.
The Meeting was called to order at 7:30 P.M. by Chairman
Wendler.
Members Present: Commissioners Wendler, Stevens, Reuter, Bultman,
Simacek, Conzemius, Anderson and Murphy & Swanson
Members Absent: None.
Moved by Commissioner Murphy, seconded by
Commissioner Reuter to approve the Minutes of
the June 14, 1982 Meeting with amendment that
Commissioner Stevens asked that the building in-
spector be consulted regarding whether the
building would meet the building code for sep-
arate ownership in the discussion of the twin
home conversion on County Road #54. 9 Ayes,
0 Nayes.
APPROVAL OF MINUTES
Chairman Wendler opened the Public Hearing at
7:44 P.M. The Planner indicated that on file
were Notice of Public Hearing and an Affidavit
of Publication. Thus, the Public Hearing was
properly called. The Planner then reviewed the
proposed changes.

PREHENSIVE PLAN AMEND-
MENT DESIGNATING
PROJECTED LAND USE FOR
ANNEXED AREAS
Karen Balster asked if Mr. Olson's "high density"
area was consistent with this medium density
land use designation. The Planner responded that
he was not aware of any high density proposal, and
that the overall density of either of the proposed
developments would be consistent with the medium
density goal. Mr. A1 Sieben also indicated that
these areas had been identified for a long time
as being capable of being served by City Sewer
and Water. After all people had an opportunity
to be heard on the matter, Chairman Wendler
closed the Public Hearing at 8:02 P.M.
Moved by Commissioner Simacek, seconded by Commi-
ssioner Murphy to approve the Comprehensive Plan
Amendment submitted by the Planner, with the re-
vision of the key in the annexation area map to
"potential annexation areas" and recommend that
the Council have the areas reevaluated by the
consultant who prepared the Comprehensive Sewer
Plan to confirm that medium density residential
development in the three annexed areas is con-
sistent with the calculations made in the Com-
prehensive Sewer Plan. 9 Ayes, 0 Nayes.

The Planner explained the basics of the pro-
posal to the Commission. Mr. Winton Hartman,
a resident in the area had a number of ques-
tions about drainage at the site. Mr. Reuter
tried to respond to those questions. No ac-
tion was taken.
The Planner presented design standards which
would insure that single wide mobile homes
would not locate in single family zoning dis-
tricts, but rather in mobile home parks. He
also recommended that a moratorium be placed
on allowing mobile homes to locate on lots
in single family districts until the standards
were completely developed.
Moved by Commissioner Simacek, seconded by
Commissioner Murphy to recommend to the Council
that a six month moratorium on the placing
of mobile homes on lots in single family zoning
districts be enacted to allow the Planning
Commission and Council to thoroughly evaluate
various single family housing design standards
available to the community to protect the in-
tegrity of single family neighborhoods and to
avoid a deterrant to the development of
well designed mobile home parks. 9 Ayes,
0 Nayes.
Moved by Commissioner Murphy, seconded by
Commissioner Reuter to adjourn at 8:31 P.M.
