HomeMy WebLinkAbout07/26/82MINUTES OF HASTINGS PLANNING COMMISSION M~ETING MONDAY, JULY 26, 1982 7:30 P.M. The Meeting was called to order at 7:30 P.M. by Chairman Wendler. Members Present: Commissioners Wendler, Swanson, Stevens, Reuter, Simacek, Conzemius, and Anderson. Members Absent: Commissioners Murphy and Bultman. Moved by Commissioner Reuter, seconded by Commi- ssioner Conzemius to approve the Minutes of the July I2, 1982 Meeting. 7 Ayes, 0 Nayes. APPROVAL OF MINUTES Chairman Wendler opened the Public Hearing at 7:45 P.M. after a summary of the issue by the Planner. The Planner indicated that on file were a Notice of Public Hearing, Certificate of Mailing, and that an Affidavit of Publication was anticipated from the newspaper. Therefore, the Public Hearing was prop- erly called. PUBLIC HEARING - PRD & PRELIMINARY PLAT - RIVER- WOOD - SOUTH SIDE OF COUNTY ROAD #47 WEST OF THE VERMILLION RIVER - STAR REALTY Mr~ Lucille Sieben asked why the City Staff was opposed to surmountable curbs. The Planner related many of the Staff's reasons. Mr. Victor Kieffer stated that he felt the proposed development would depreciate the value of his property. He also ex- pressed concern that drainage issues would be prop- erly addressed, and that the development would not cause run-off onto his property. The Planning Commi- ssion Members discussed various issues regarding the design standards for the development and drainage with the developers. After all people present had an opportunity to be heard on the matter, Chairman Wendler closed the Public Hearing at 8:28 P.M. Moved by Commissioner Swanson, seconded by Commi- ssioner Simacek to recommend that the City Council approve the PRD & Preliminary Plat with the following stipulations; That the Preliminary Plat final approval not take place until the Amendment to Hastings Comprehensive Plan regarding the subject area is able to be approved by the City Council. me That approval for the current proposal of 14 man- ufactured housing lots and five 4-Plex lots not be delayed by the Environment Assessment Worksheet for the overall development of 140 acres, but that any findings of this report be considered prior to construction. 3. That the R-2 single family development standards apply to the single family area of the proposed July 26, 1982 -2- development (which would be in an R-3 zone), with the exception that 20 foot front setback for garages, five foot sideyard setback and 20 foot rear setback for the units be permitted for this PRD. 4. Ail driveways shall be paved. e That the developers be permitted to con- struct the public improvements privately, but in accordance with the subdivision or- dinance, requireing adherence to City stan- dards and specifications and bonding re- quirements provided by the subdivision or- dinance, with the exception that surmountable curbing be permitted on an experimental basis on Villa Court to see how this type of curbing works in this type of setting. That drainage improvements be provided as shown in the Preliminary Plat, that they conform to the Hastings Comprehensive Drainage Plan, and that the drainage swale be improved to a functional condition along with other, public improvements. It is intended the bituminous walkway adjacent to the drainage way also be constructed as this time. 7. That the developers prepare a set of restrictive covenants for the development specifying at least the minimum single family structure design stan- dards being considered for other single family zones, and minimum landscaping requirements per lot. 7 Ayes, 0 Nayes. The expansion would essentially double the size of the current building. Moved by Commissioner Simacek, seconded by Commi- ssioner Stevens to approve the site plan and var- iances for number of off-street parking stalls, on the grounds that the demand for parking for this facility would be at a time when other businesses in the downtown area are closed, and that the rear setback variance would allow for additional parking stalls. 7 Ayes, 0 Nayes. The Planner reviewed the proposal, which consisted of eight 4-Plexes, one 16 unit apartment building, and an office building. Moved by Commissioner Simacek, seconded by Commi- ssioner Anderson to schedule, at Mr. Reuters request, a Public Hearing for the August 23, 1982 Meeting. 7 Ayes, 0 Nayes. SITE PLAN REVIEW & VARIANCES - VFW EXPAN- SIONS - 2ND & TYLER STS. PRELIMINARY PLAT - SCHUMACHER 2ND ADDITION- WHISPERING LANE - PAUL REUTER July 26, 1982 -3- Moved by Commissioner Swanson, seconded by Commi- ssioner Simacek to recommend approval of the va- cation of only that amount of street right-of-way covered by the existing structure, with the condition that a survey be done to verify the exact amount of land involved. 7 Ayes, 0 Nayes. Auto repair was being requested at the site of a former auto dealership. Moved by Commissioner Anderson, seconded by Commissioner Reuter to set a Public Hearing for the August 9, 1982 Planning Commission Meeting. Commissioner Stevens asked that any approval be conditioned upon an inspection by the Building Inspector and Fire Marshall. 7 Ayes, 0 Nayes. The Planner presented the Commission with a set of regulations from other communities, as well as from a zoning text book.
