HomeMy WebLinkAbout09/13/82Minutes of Hastings Planning Commission Meeting Monday, September 13, 1982 7:30 P.M. The Meeting was called to order at 7:30 P.M. by Acting Chairman Murphy. Members Present: Commissioners Murphy, Stevens, Bultman, Simacek, Conzemius, and Anderson. Members Absent: Commissioners Swanson, Wendler and Reuter. Moved by Commissioner Simacek, seconded by Commissioner Anderson to approve the Minutes of the August 23, 1982 Planning Commission Meeting. 6 Ayes, 0 Nayes. APPROVAL OF MINUTES Acting Chairman Murphy opened the Public Hearing at 7:35 P.M. The Planner indicated that on file were a Notice of Public Hearing, Certificate of Mailing, and that the Affidavit of Publication was expected in the mail. Thus, the Public Hearing was properly called. PUBLIC HEARING - SPECIAL USE PERMIT - TWO FAMILY CONVERSION - 18TH & RAMSE~ STREETS - GENE JOHNSON No one offered any comments to the proposal. Acting Chair- man Murphy closed the Public Hearing at 7:37 P.M. Moved by Commissioner Stevens, seconded by Commissioner Conzemius to recommend approval of the proposed two family dwelling conversion at 18th & Ramsey currently owned by Leona McNamara. 6 Ayes, 0 Nayes. The Planner explained that this would be in addition to the approvals previously passed for the Haven Homes facility. Adequate off-street parking exists. Moved by Commissioner Simacek, seconded by Commissioner Anderson to schedule a Public Hearing for the September 27, 1982 Planning Cormnission Meeting. 6 Ayes, 0 Nayes. SPECIAL USE PERMIT - CHEMICAL DEPENDENCY OUT- PATIENT TREATMENT PROGRAM- HAVEN HOMES - 15TH & PINE Mr. Drew's proposal would allow the chimney to be almost twelve (12) feet from the property line. Fifteen (15) feet is required. The chimney should also not encroach into the easement. VARIANCE - CORNER STREET SETBACK FOR CHIMNEY - 941 MANOR COURT - EUGENE DREW Moved by Commissioner Simacek, seconded by Commissioner Conzemius to recommend approval of the variance request due to its minor nature, and since the circumstances were beyond Mr. Drew's control. 6 Ayes. 0 Nayes. The Planner explained that a complete Staff report was not available, but the Commission could approve the site plan subject to a drainage review. Commissioner Simacek indi- cated that he did not feel the Commission should approve the proposal until a full review is available. SITE PLAN REVIEW - REVISEE SITE PLANS FOR THE RE- MAINDER OF CANNON ESTATES Page 2 Sept. 13, 1982 Moved by Coramissioner Bultman, seconded by Commissioner Anderson to table the request until a complete Staff review is available. 6 Ayes, 0 Nayes. The Planning Commission discussed the various design standards presented. Moved by Commissioner Simacek, seconded by Commissioner Stevens to recommend approval of the Single Family Design Standards contained in the August 31, 1982 Staff report, with a revision to item number 3 to read as follows: Sheet metal siding shall not be permitted except that horizontal lap type metal siding with sections over- lapping and sections no wider than twelve (12) inches shall be permitted. Other metal sidings may be per- mitted on review by the Board of Design Control. 6 Ayes, 0 Nayes. Commissioner Stevens expressed concern about mobile homes that may have been originally conforming to the state code, but which may have been illegally altered, moving in to the City. The Commission decided to withhold submitting either proposal to the City Council until this issue had been resolved by the Committe and Staff. Moved by Commisssioner Simacek, seconded by Commissioner Anderson at 8:25 P.M. 6 Ayes. 0 Nayes. SINGLE FAMILY HOUSING DESIGN STANDARDS ADJOURNMENT
