HomeMy WebLinkAbout09/27/82MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, SEPTEMBER 27, 1982 7:30 P.M. The Meeting was called to order by Chairman Wendler at ~:30 P.M. Members Present: Commissioners Wendler, Swanson, Stevens, Reuter, Bultman, Simacek, Conzemius, Anderson, and Murphy. Members Absent: None. Moved by Commissioner Murphy, seconded by Commissioner Stevens to approve the Minutes of the September 13, 1982 Planning Commission Meeting. 9 Ayes. ) Nayes. Moved by Commissioner Murphy, seconded by Commissioner Anderson to approve the Minutes of the September 15, 1982 Special Planning Commission Meeting. 9 Ayes, 0 Nayes. Chairman Wendler opened the Public Hearing at 7:31 P.M. The Planner indicated that on file was a Notice of Public Hearing, Certificate of Mailing, and Affidavit of Publica- tion. Thus the Public Hearing was properly called. Mr. Larry Kannmacher, 931 West 15th Street asked Reverend Fair what the meaning of "Outpatient" was. Reverend Fair indicated that patients would not be residing at the facility, but would come to the facility for sessions. Mr. Kannmacher indicated that he felt there as already too much traffic in the area, and that counseling on a one to one basis would create too much additional traffic. Reverend Fair indicated that there would be approximately three to five patients per evening, and that the sessions would be conducted in the evening. After all people present had an opportunity to be heard on the matter, Chairman Wendler closed the Pubic Hearing at 7:50 P.M. Planning Commission Members discussed controls of the number of type of patients, the treatment methods, and method of referrals. Commissioner Reuter suggested that the Planning Commission could recommend approval with a limit on the number of patients at any one time. Moved by Commissioner Simacek, seconded by Commissioner Bultman to recommend approval of the special use permit request for an Outpatient Chemical Dependency Treatment Program. 7 Ayes, Reuter & Anderson Naye. APPROVAL OF MINUTES APPROVAL OF SPECIAL MEETING MINUTES PUBLIC HEARING - SPECIAL USE PERMIT - CHEMICAL DEPENDENCY OUTPATIENT TREATMENT PROGRAM - HAVEN HOMES - 15TH & PINE STREETS Sept. 27, 1982 Page 2 Bahls Motors had previously received a special use permit and site plan approval for a proposed addition to their facility for tire and alignment repairs. The original proposal included three work bays. The revised proposal only involved one work bay at this time. Moved by Commissioner Murphy, seconded by Commissioner Simacek to approve the revised site plan, but strongly recommend that face brick to match the existing struc- ture be used on the south wall of the addition. 9 Ayes, 0 Nayes. The Planner reported that the concern expressed at the last meeting over the potential problems of the moving of previously sited manufactured homes being moved in to the community had been reviewed by the City Staff and Commissioner Stevens, with the conclusion that no or- dinance changes were necessary. However a recommenda- tion to the Staff was suggested by Commissioner Stevens. Moved by Cormmissioner Simacek, seconded by Commissioner Stevens to recommend Council approval of the Single Family Housing Design Standards approved by the Planning Con~nission at their last meeting. 9 Ayes, 0 Nayes. Moved by Commissioner Simacek, seconded by Commissioner Reuter to recommend that the City Staff establish a policy of requiring the following when a used (pre- viously sited) manufactured home is moved within or in to the City: 1. Furnish evidence of a State or HUD seal and other information about the home. 2. Provide the Building Official with a copy of the manufacturers installation instructions. 3. Permit the home to be inspected by the Building Official before it is installed on the foundation. Also, the Building Official and Zoning Administrator shall follow the same procedure as established for a conventional building being moved within or in to the City. The Official shall also enforce all design requirements for new homes being installed on single family lots in the City. 8 Ayes, Anderson Naye.
