Chairman Wendler opened the Public Hearing at 7:31 P.M.
The Planner indicated that on file was a Notice of Public
Hearing, Certificate of Mailing, and Affidavit of Publica-
tion. Thus the Public Hearing was properly called.
Mr. Larry Kannmacher, 931 West 15th Street asked Reverend
Fair what the meaning of "Outpatient" was. Reverend Fair
indicated that patients would not be residing at the
facility, but would come to the facility for sessions.
Mr. Kannmacher indicated that he felt there as already
too much traffic in the area, and that counseling on a
one to one basis would create too much additional traffic.
Reverend Fair indicated that there would be approximately
three to five patients per evening, and that the sessions
would be conducted in the evening. After all people present
had an opportunity to be heard on the matter, Chairman
Wendler closed the Pubic Hearing at 7:50 P.M.
Planning Commission Members discussed controls of the
number of type of patients, the treatment methods, and
method of referrals. Commissioner Reuter suggested that
the Planning Commission could recommend approval with a
limit on the number of patients at any one time.
Moved by Commissioner Simacek, seconded by Commissioner
Bultman to recommend approval of the special use permit
request for an Outpatient Chemical Dependency Treatment
Program. 7 Ayes, Reuter & Anderson Naye.
