HomeMy WebLinkAbout12/13/82MINUTES OF HASTINGS PLANNING COI~IS$ION MEETING MONDAY, DECEMBER 13, 1982 7:30 P.M. The Meeting was called to order at 7:32 P.M. by Acting Chairman Murphy. Members Present: Commissioners Murphy, Stevens, Bultman, Simacek, Conzemius, and Anderson. Members Absent: Commissioners Swanson, Reuter, and Wendler. Moved by Commissioner Simacek, seconded by Commissioner Anderson to approve the Minutes of the November 22, ]982 Planning Commission Meeting. 6 Ayes, 0 Nayes APPROVAL OF MINUTES Acting Chairman Murphy opened the Public Hearing at 7:33 P.M. The Planner noted that on file were a Notice of Public Hearing, Affidavit of Publication, and Certificate of Mailing, the Public Hearing was properly called. PUBLIC HEARING - SPECIAL USE PERMIT - TWO FAMILY DWELLING - 18TH & MAPLE STS. - TIM ROWAN A number of neighbors appeared to express opposition to the proposed duplex. Councilman Trautmann indicated that the neighbors had a petition opposing the approval of the duplex. The petition, with 26 signatures, opposed the duplex because they felt the duplex would be out of character with the neigh- borhood. The neighbors went on to say that they thought the area only allowed single family dwellings. Other neighbors indicated that there were a number of 4-plexes in the area, and that because of this more apartments should not be added to the area. Other neighbors indicated that thcy felt the Commission should deny the request because the number of neighbors against the proposal was greater than the number of people in favor of it. Mr. Rowan indicated that he had no intention to change the character of the neighborhood, and that his proposed duplex would fit into the neighborhood. After all people present had an opportunity to be heard on the matter, Acting Chairman Murphy closed the Public Hearing at 8:13 P.M. Moved by Commissioner Simacek, seconded by Commissioner Anderson to recommend denial of the special use permit due to the neigh-- borhood opposition, and that although the proposal met all set- back and lot size requirements of the zoning ordinance, that the ratio of lot sizes per unit was out of character with the single family lot sizes in the~rea. 4 Ayes, Stevens, Bultman Naye. The Planning Commission went on to discuss the circumstances under which special use permits could be approved or denied. Moved by Commissioner Stevens, seconded by Commissioner Conzemius to adjourn at 8:57 P.M. 6 Ayes, 0 Nayes ADJOURNMENT
