Thc meeting was called to order at 7:30 p.m. ~y Chair-
man Murphy.

Maztin, Simacek, Conzemius, Anderson and Wendler.

Moved by Cormm~.is$ioner Reuter, seconded by Commis-
sioner Wendler to approve the Minutes of the October 24,
1983 Meeting. 9 Ayes, 0 Nayes.
Moved by Cormm~isgioner Simacek, seconded by Commis-
sioner Wendler to recommend approval of the variance for
the reasons indicated in the November 10, 1983 Staff Re-
port. 9 Ayes, 0 Nayes.
Moved by Commissioner Swanson, seconded by Commis-
sioner Wendler to reco~mnend approval of the variance re-
quest, since the home is located on a major highway and
is adjacent to none residential uses, thus a hardship is
demonstrated. 9 Ayes, 0 Nayes.
This would allow the expansion of a commercial
building up te thc property line.
Meved by Commissioner Wen~ler, seconded by Commis-
sioner to recommend approval of the variance request,
since this is a unique situation, and approval would not
be contrary to the intent of thc zoning ordinance, with
the condition that the addition have wall finighes com-
porable to the existing walls, except on the west gide,
where the concrete blocks should be painted a complimentary
color. 9 Ayeg, 0 Nayes.
Moved by Commissioner Swanson, secended by Commis-
sioner Ccnzemius to recormnend approval of the alley vaca-
tion subject to the retention of an easement for any public
and provate utilities. 9 Ayes, 0 Nayes.
Cemmissioner Reuter gave the Committee Report, in-
dicating that the rezoning appeared reasonable.
Moved by Com~nissioner Renter, seconded by Commis-
sioner Simacek to recommcnd the rezoning of those properties
included in the petition from C~2 to R-2, on the grounds
that nothing in the forseeablc future would dictate the
need for additional commercial expansion in this part of the

Commissioner Wend!er gave the Committee Report,
indicating that more research ~as necessary on the
issue of three or more unit residences in the R-2 District.
He also reported on the research the Committee had done
into whether certain existing R-2 areas should bc re-
zoned to R-1. The report basically ccncluded that although
the issue of creating non-conforming situ=tions was not
as serious as originally thought, it was still a factor,
that the arbitrary realigning of boundaries always causes
confusion, that because there is somewhat limited potential
for duplex conversion in those areas even suitable for re-
zoning to R-I, that such a move w~uld accomplish little,
and create a hardship for th~se that do have duplex poten-
tial, and that by constricting the R-2 ar~as that would
allow two family conversions, the pressure for conversions
would aautally increase in those remaining areas. Commis-
sioner Stevens indicated that he felt there were more reasons
for zoning those areas R-2 when those ~oundaries were in-
itially established than the City now has reason to rezone
them to R-1.
Moved by Commissioner Wend!er, seconded by Commis-
sioner Swanson to recommend, b~se~ on the Committee Report,
that no R-2 areas be rezoned to R-l. 9 Ayes, 0 Nayes.
Moved by Commissioner Wendler, seconded by Commis-
sioner Martin to table the issue of three or more ~nits in
the R-2 Di~tr~ct, and ask for a report f~om the Building
I~specter on code requirements for three or more units.
9 Ayes, 0 Nayes.
Moved by Commissioner Simacek, seconded by Commis-
sioner Wendler tc table this matter until more informa-
tion is avazlable from the Planner. 9 Ayes, 0 Nayes.
Commissioner Stevens he felt i~ was a shame that
Commission Wendler would no longer be eligible to serve
on the Commisgion after the end of this year, since his
third and final term was expired.
Moved by Commissioner Stevens, seconded by Commis-
sioner ~artin to recon~nend the Council consider e×tend~ng
the maximum number cf terms for Planning Commission members.
Commissioners felt t~at the experience gained by long term
members was valu~blo to the Commission. 9 Ayes, Wendler
Abstaining.
