Members Present: Cormnissioners Murphy, Swanson, Stevens, Reuter, Martin, Conzemius, Anderson, Wendler, and Simacek who arrived at 8:26 P.M. Members Absent: None Moved by Cormnissloner Reuter, seconded by Commis- sioner Anderson to approve the Minutes of the October il, 1983 Planning Commission Meeting. 8 Ayes, 0 Nayes. APPROVAL OF MINUTES Moved by Cormmissioner Stevens, seconded by Commis- sioner Martin to recommend that the Street be vacated, but an easement be retained for any utilities within the current alley right-of-way. 8 Ayes, 0 Nayes. ALLEY VACATION - BLOCK BOUNDED BY 12TH AND 13TH, AND SPRING AND EDDY STREETS - DALE WIECH AND PETE NELSON The Planner presented the Planning Commission with a petition signed by a number of residents within an area presently zoned C-3, in the downtown vicinity, asking that their property be rezoned to R-2 Residential Classi- fication. The Planner indicated that it was worth con- sideration. REQUEST TO REZONE PART OF THE DOWNTOWiq COMMER- CIAL DISTRICT TO R-2 Chairman Murphy appointed a Committee chaired by Commissioner Reuter, and including Commissioners Anderson, Martin and Simacek to research the request. Dr. Viren's request was for an enclosed kennel in an R-3 District. The Planner expressed concerns about allowing kennels in a residential zoning classification, and the interaction with the current Highway #55 Study. LAND USE REQUEST - KENNEl ON HIGHWAY #55 - JOHN VIREN Moved by Commissioner Wendler, seconded by Commis- sioner Anderson to table this request for 60 days to wait for a recommendation from the Minnesota Department of Transportation. City Staff is to request a recommenda- tion from Mn/Dot. 8 Ayes, 0 Nayes. Chairman Murphy appointed Commissioner Wendler as the Chairman of a Committee consisting of Commissioners Stevens, Swanson and Murphy to research the matter. COUNCIL REQUEST FOR PLANNING COMMISSION STUDY OF POSSIBLE REZONING OF SOME R-2 AREAS TO R-1 AND THE ISSUE OF THREE OF MORE UNIT RESIDENCES IN THE R-2 DISTRICT October 24, 1983 Planning Commission Minutes Commissioner Reuter indicated that the Committee had met once, but needed much more time. He also re- quested a copy of an up to date zoning map. Mr. Jerry Rosendahl, Hastings Fire Marshall gave a presentation to the Commission, explaining the kinds of things he looks at when reviewing site plans, and discussed a recent Fire Code change which may have the effect of increasing the number of fire hydrants required within developments.
