TUESDAY, OCTOBER 11, 1983
7:30 P.M.
The meeting was called to order at 7:31 P.M. by Chairman Murphy.
Members Present: Commissioners Murphy, Stevens, Reuter, Martin,
Simacek, Conzemius, and Anderson.
Members Absent: Commissioners Swanson and Wendler.
Moved by Commissioner Simacek, seconded by Commis-
sioner Anderson to approve the Minutes of the September
26, 1983 Planning Commission Meeting. 7 Ayes, 0 Nayes.
APPROVAL OF MINUTES
Chairman Murphy opened the Public Hearing at 7:33 P.M.
the Planner indicated that on file were copies of the
Notice of Public Hearing and Affidavit of Publication.
Thus, the Public Hearing was properly called. No one
presented any information for the Public Hearing. After
all people present had an opportunity to be heard on
matter, Chairman Murphy closed the Public Hearing at 7:35
P.M.
PUBLIC HEARING - ORD-
INANCE AMENDMENT - LOT
SIZES IN THE AGRICULTURAL
DISTRICT
Moved by Commissioner Simacek, seconded by Commis-
sioner Reuter to recommend that the City Council amend
the zoning ordinance to increase the minimum lot size
requirement in the agricultural zoning district from
two acres to five acres, to achieve the Comprehensive
Plan density goal for the agricultural areas. 7 Ayes,
0 Nayes.
The City Council had approved a first reading of
the amendment, which would formalize the current practice
of allowing single family homes, when part of a PRD in
the R-3 and R-4 districts. The Planning Commission dis-
cussed various applications of this general idea, in-
cluding simply including single family homes as a permitted
use when not part of a PRD.

MENT ADDING SINGLE FAMILY
HOMES AS A PERMITTED PRD
USE IN THE R-3 DISTRICT
Moved by Commissioner Simacek, seconded by Commis-
sioner Conzemius to recommend that the zoning ordinance
be amended to allow single family dwellings as part of a
PRD, when the development also includes attached dwellings,
using the same lot size and setback minimum as are required
for single family homes in the R-2 district, in the R-3 and
R-4 zoning districts, and to change the minimum PRD size
from five acres to three acres. 6 Ayes, Reuter Naye.
The Planning Commission reviewed the potential impact
of offices in all residential districts. Commissioner Martin
expressed concern that the areas along Highway #55 and #61,
as well as other older historic buildings, should have the
ability to be converted into offices. Commissioner Conzemius
also felt that the older homes along Highway #61 should be

allowed to be converted.
Moved by Commissioner Stevens, seconded by Commis-
sioner Simacek to recommend that the zoning ordinance
be amended to eliminate all professional offices, gift
and craft shops, and the phrase "similar uses of a
public service nature" from the special use provisions
in the R-1 district, and as permitted uses in the R-2
district, since these uses are incompatible with the
single family nature of these two zones. The motion also
included a directive to research the concept of allowing
these uses in the R-3 and R-4 districts. 5 Ayes,
Conzemius Naye, Martin Abstaining.
Mr. Vos is requesting a side setback variance to allow
him to convert his existing attached garage into a family
room. The ordinance requires 10 feet for a liveable por-
tion of the house, Mr. Vos"s garage is 7 feet from the
line.
Moved by Cormnissioner Stevens, seconded by Commis-
sioner Reuter to recommend denial of the variance request,
as approval would set a bad precedent, and the request
was not consistant with zoning regulations. 5 Ayes,
Martin and Conzemius Naye.
Moved by Commissioner Stevens, seconded by Commis-
sioner Martin to adjourn at 8:46 P.M. 7 Ayes, 0 Nayes.
