MONDAY, JUNE 27, 1983
7:30 P.M.
Chairman Murphy called the meeting to order at 7:30 P.M.
Members Present: Commissioners Murphy, Stevens, Reuter, Martin,
Simacek, Conzemius, Anderson, and Wendler.
Members Absent: Commissioner Swanson.
Moved by Commissioner Reuter, seconded by Commis-
sioner Wendler to approve the Minutes of the June 13,
1983 Meeting. 8 Ayes, 0 Nayes.
The Planner explained that the site plan met all
zoning requirements, and that the architecture appeared
compatible with the rest of the building.
Moved by Commissioner Conzemius, seconded by Commis-
sioner Simacek to approve the site plan, as it met all
City requirements. 8 Ayes, 0 Nayes.
The Planner explained that the motel proposal con-
sisted of 29 units, and suggested some modifications to
the plan. Mr. Jim Graves, representing the developers,
described the development and addressed some of the
Planners comments.
Moved by Commissioner Simacek, seconded by Commis-
sioner Wendler to approve the site plan with the condi-
tion that the required setback for the parking lot adja-
cent to 24th Street be provided, that the storm sewer
catch basin not be relocated, that an additional fire
hydrant be provided, and that other concerns of the Fire
Marshall be addressed in the building permit review
stage. 8 Ayes, 0 Nayes.
Commissioner Stevens indicated that although agreeing
with the elimination of special uses, he was not com-
fortable with the idea of entirely throwing out the po-
tential for having planned residential developments in the
R-1 District. He also indicated that since most of the
lot sizes in the R-1 District were not large enough to
meet the R-1 lot size requirements for duplexes, he felt
that the elimination of this special use was not accom-
plishing all that much. Commissioner Wendler also
agreed that there is a need to allow planned residential
developments by some means in the R-1 District.

Moved by Commissioner Wendler, seconded by Commis-
sioner Simacek to recommend approval of the ordinance
amendment eliminating two family and multiple family
dwellings as a special use in the R-1 District since
the special use permit process is not a functional
zoning tool. 8 Ayes, 0 Nayes.
Moved by Commissioner Conzemius, seconded by Commis-
sioner Stevens to retain Commissioners Murphy, Wendler,
and Simacek as the three designated members of the
Minnesota Planning Association. 8 Ayes, 0 Nayes
Moved by Commissioner Wendler, seconded by Commis-
sioner Martin to adjourn at 8:05 P.M. 8 Ayes, 0 Nayes.
