Chairman Murphy called the meeting to order at 7:30 P.M.
Members Present: Commissioners Murphy, Swanson, Stevens, Reuter,
Martin, Simacek, Conzemius, Anderson, and Wendler.
Members Absent: None.
Commissioner Reuter commented that the correc-
tion to the May 9th Minutes as identified in the May
23rd Minutes included the wrong vote tally. The vote
on the partial street vacation adjacent to the Waste
Treatment Plant was 8 Ayes, Reuter Naye.
Moved by Commissioner Simacek, seconded by Commis-
sioner Wendler to approve the Minutes of the May 23,
1983 Planning Commission Meeting, as corrected. 9
Ayes, 0 Nayes.
Chairman Murphy opened the Public Hearing at 7:31
P.M. The Planner explained that on file were a copy
of the Notice of Public Hearing, Affidavit of Publi-
cation, and Certificate of Mailing. Thus, the Public
Hearing was properly called° He also explained that
the City Council had ordered a traffic study of the
area, and that perhaps the plat should be tabled until
the study was completed.
Elizabeth Houle asked if a frontage road would
be required, and where the run-off from the plat would
go. She also stated that commercial development helps
the City, and that the need for a frontage road was
evaluated during consideration on her development, re-
suiting in a decision that no such frontage road was
needed. She also indicated that she would be opposed
to a new frontage road, as it would eliminate her
parking lot and the usefulness of the rest of her
property. Mr. Tanner indicated that he disagreed with
some of the statements made in the Department of
Transportations letter commenting on the plat.
Commissioner Wendler asked if the Commission was
under any time limitations to decide on the plat.
The Planner stated that the time limits had already
passed, and that if Mr. Tanner asked for a decision,
the Planning Commission would have to act. Mr. Tanner
indicated that he would be willing to cooperate with
the study as long as it is done in a timely manner.

After all people present had an opportunity to
be~heard on the matter, Chairman Murphy closed the
Public Hearing at 8:01 P.M.
Moved by Commissioner Simacek, seconded by Cormmis-
sioner Stevens to table the plat until the outcome of
the traffic study in the area, or until Mr. Tanner re-
quests action. 9 Ayes, 0 Nayes.
This matter had been tabled until this meeting.
Moved by Commissioner Wendler, seconded by Commis-
sioner Reuter to table the matter until it is known
whether there will be any changes to the plat as a re-
sult of meeting with the nearby residents. 9 Ayes,
0 Nayes.
The Planner informed the Commission that the pro-
posal met all requirements, and that no site visits
by clients are anticipated.
Moved by Commissioner Simacek, seconded by Commls-
Anderson to recommend approval of the Home Occupation
Permit, as all requirements appear to be met. 9 Ayes,
0 Nayes.
Moved by Commissioner Wendler, seconded by Commis-
sioner Stevens to recommend approval of the Home Occupa-
tion Permit, since all zoning requirements appear to be
met. 9 Ayes, 0 nayes.
Mrs. Kordosky's request would not meet all tests for
a variance. However, the garage would be on a short,
dead ended, unimproved street, which might be considered
to be an extenuating circumstance.
Mr. John Heesch, and Mr. A1 Bjerke, nearby neigh-
bors, indicated that they were concerned that the proposal
would involve an increase in parking on the street,
which is gravel, and already too narrow.
Moved by Commissioner Stevens, seconded by Commis-
sioner Swanson to recommend approval of the variance
request along with a recommendation that the Council
authorize the Street Superintendant to widen the street
at least to Mr. Heesch's home, since approval seems reason-
able under the circumstances.
Moved by Commissioner Simacek, seconded by Commis-
sioner Wendler to adjourn at 8:35 P.M. 9 Ayes, 0 Nayes.
