MONDAY, MAY 9, 1983
6:00 P.M. EARLY MEETING
7:30 P.M. REGULAR MEETING
The Early Meeting was opened at approximately 6:10 P.M. Topic
for discussion was the Special Use Permit Issue within Zoning Districts.
The presentation lasted approximately 1½ hours. Members of the City
Council were also present.
Chairman Murphy called the regular meeting to order at 7:34 P.M.
Members Present: Commissioners Murphy, Swanson, Stevens, Reuter,
Martin, Conzemius, Anderson, Wendler, and Simacek.
Members Absent: None
Moved by Commissioner Wendler, seconded by Commis-
sioner Reuter to approve the Minutes of the April 25, 1983
meeting. 9 Ayes, 0 Nayes.
Councilman Nesbitt introduced Wayne Murphy, Main-
tenance Engineer for Mn/Dot, who discussed the updated
maintenance garage at the Veterans Home. Discussion
centered on salt storage and maintenance of the area
and protection of water runoff to Vermillion River.
Moved by Commissioner Wendler, seconded by Commis-
sioner Stevens to recommend approval of the Mn/Dot garage
plan. 8 Ayes, Simacek Abstained.
Discussion centered around T.H. 55 construction,
service roads, and existing zoning. Commissioner Wendler
requested that the Staff send a letter to Mn/Dot requesting
there comments on the need for the service road due to
the platting and zoning of this lot.
Moved by Commissioner Simacek, seconded by Commis-
sioner Wendler to continue to table the matter until the
next Planning Commission Meeting. 9 Ayes, 0 Nayes.
The Metro Waste Control Conmaission has requested
that the North 33 feet of East 2nd Street be vacated for
expansion of the Hastings Treatment Plant.
Moved by Commissioner Simacek, seconded by Commis-
sioner Martin to approve the requested vacation of 2nd
Street and set the Public Hearing for the June 6, 1983
Council meeting.

Jack Chrlstenson presented to the Planning Commis-
sion a Preliminary Sketch of the proposed subdivision
for the Planning Commission review. Staff members asked
various questions about the proposed subdivision.
Moved by Commissioner Wendler, seconded by Commis-
sioner Simacek to set the Public Hearing for the May 23,
1983 Planning Commission meeting. 9 Ayes, 0 Nayes.
Mr. Sieben presented a sketch of a proposed duplex
on a portion of Lots 3 and 4 of Block 32, Addition #13
to the Planning Commission. This proposal is within
an R-2 zone.
Moved by Commissioner Wendler, seconded by Commis-
sioner Anderson to set a Public Hearing for the May 23,
1983 Planning Commission Meeting. 9 Ayes, 0 Nayes.
Moved by Commissioner Wendler, seconded by Commis-
sioner Simacek to adjourn at 9:45 P.M. 9 Ayes, 0 Nayes.
