HomeMy WebLinkAbout03/28/83MINUTES OF HASTINGS PLANNING COMMISSION MEETING MONDAY, MARCH 28, 1983 7:30 P.M. The meeting was called to order at 7:30 P.M. by Chairman Murphy. Members Present: Commissioners Murphy, Stevens, Martin, Simacek, Conzemius, Anderson, and Wendler. Members Absent: Commissioners Swanson and Reuter. Moved by Commissioner Wendler, seconded by Commis- sioner Conzemius to approve the Minutes of the March 14, 1983 Planning Commission Meeting. 6 Ayes, 0 Nayes. Chairman Murphy opened the Public Hearing at 7:32 P.M. The Planner indicated that on file was a copy of the Notice of Public Hearing, Affidavit of Publication, and Certificate of Mailing. Therefore, the Public Hearing was properly called. The Planner summarized the pro- posal, indicating that it met all zoning requirements. Mr. Charles Bartelma presented the Commission with a petition signed by a number of neighbors indicating their oposition to the request. Mr. Wayne Johnson, another neighbor, indicated that there were already three rental units within a block, and that he wouldn't mind as much if it were owner occupied. Mary Casserly stated that she was concerned that this would change the charac- ter of the neighborhood, and that they have h~d problems with renters in the neighborhood and that they would only increase with more rental property. Mr. John Lorenz indicated that he planned to bring the house up to FHA Standards, and that he felt what he was proposing to do would improve the area, not be a detriment. There were other comments from the audience indicating a skepticism that the property would be brought up to building code standards. After all people present had an opportunity to be heard on the matter, Chairman Murphy closed the Public Hearing at 7:58 P.M. Moved by Commissioner Wendler, seconded by Commis- sioner Stevens to recommend approval of the Special Use Permit, since all zoning requirements were met, and that the proposal did not appear to compromise the pub- lic health safety or welfare of the area. 6 Ayes, 0 Nayes. APPROVAL OF MINUTES PUBLIC HEARING - ' SPECIAL USE PERMIT - TWO FAMILY CONVERSION 8TH & FOREST STS. - JOHN LORENZ Chairman Murphy opened the Public Hearing at 8:02 P.M. The Planner stated that on file were a copy of the Notice of Public Hearing, Affidavit of Publication, and Certificate of Mailing. Therefore, the Public Hearing was properly called. The Planner indicated that with a wider driveway to accommodate an additional parking stall, the proposal met all zoning requirements. There were no comments from the audience. After all people present had an opportunity to be heard on the matter, Chairman Murphy closed the Public Hearing at 8:05 P.M. Moved by Commissioner Simacek, seconded by Commis- sioner Conzemius to recommend approval of the Special Use Permit, subject to the widening of the driveway to provide an additional parking stall, since the request then would meet all zoning requirements. 6 Ayes, 0 Nayes. Mr. Williams was proposing a revised site plan for Lot 9, Block 1, Schumacher 2nd Addition, which had or- iginally been approved for one 16 unit apartment building. Mr. Williams proposal involved three eight unit apart- ment buildings for a total of 24 units. The Planner indicated that the proposal met all setback, parking, and lot size requirements, but that additional drainage information was needed, and assurances regarding the provision of recreational facilities. He then presented the Commission with a letter from the architect stip- ulating a monetary amount for recreational facilities. Mr. William McKeg, the Architect informed the Planning Commission that he would be willing to present the City Staff with the drainage information before building per- mits would be issued. Commissioner Weodler suggested approving the site plan with the understanding that the recreational facilities would be required to meet any new standards that would be coming up within the next few months. Moved by Commissioner Simacek, seconded by Commis- sioner Wendler to approve the site plan conditioned upon additional drainage information to demonstate the ad- quacey of the drainage devices shown on the site p~an prior to building permit issuance, since the proposal appears to meet all zoning requirements and appears compatible with developments in the surrounding area. 6 Ayes, 0 Nayes. Commissioner Conzemius indicated that he felt some research should be done to come up with a better way of handling the two family construction or conversion issue~ PUBLIC HEARING - SPECIAL USE PERMIT - TWO FAMILY CONVERSION 306 W. 2ND ST. - LEIGH NELSON SITE PLAN REVIEW - BRIERWOOD - WHISPERING LANE - MIKE WILLIAMS TWO FAMILY DWELLING COMMITTEE Chairman Murphy appointed a Committee Chaired by Commis- sioner Conzemius, and including Commissioners Anderson and Simacek to research this matter. Moved by Commissioner Wendler, seconded by Commis- sioner Anderson to adjourn at 8:48 P.M. 6 Ayes, 0 Nayes. ADJOURNMENT
