Monday, January 9, 1984

The Meeting was called to order at 7:30 p.m. by Chairman Murphy.
Members Present: Commissioners Murphy, Swanson, Stevens, Reuter, Martin
Simacek, Conzemius, and Wendler.
Members Absent: Commissioner Anderson.
Moved by Commissioner Wendler, seconded by Commiss-
ioner Reuter, to approve the minutes of the December 12,
1983 Planning Commission Meeting. Ayes, 8; Nayes, 0.
APPROVAL OF MINUTES
Moved by Commissioner Simacek, seconded by Comm-
issioner Wendler to schedule a public hearing for the
January 23, 1984 Planning Commission Meeting. Ayes, 8;
Nayes, 0.
SPECIAL USE PERMIT
GRAVEL MINING OPERATION -

GLENDALE ROAD - DAVIES
EXCAVATION
Moved by Commissioner Wendler, seconded by Comm-
issioner Stevens to schedule a public hearing for the
January 23, 1984 Planning Commission Meeting.
PRELIMINARY PLAT -
PLEASANT VALLEY - CR 42
AND PLEASANT DRIVE
The proposed development consists of a building
housing a convenience store, liquor store, and laundromat
with gas pumps. The Planner r~¥iewed the staff report.
Moved by Commissioner Wendler, seconded by Comm-
issioner Simacek to approve the site plan, subject to
the Engineering Department checking on any precautions
to protect the adjacent City wells from any possible
gasoline tank leakage. Ayes, 7; Nayes, Swanson and
Stevens.

This is a twenty-four unit apartment building.
The Planner indicated that the proposal met all zoning
requirements, but indicated that the staff would work
with the developer to come up with the best water line
layout, and that the dumpsters should have enclosures
around them.

Moved by Commissioner Simacek, seconded by
Commissioner Wendler to approve the Briarwood site
plan subject to the staff working out the waterline
layout, and requiring enclosures around the trash
dumpsters. Ayes, 8; Nayes, 0.
Commissioner Wendler gave the Committee report,
indicating that the Committee had researched building code
requirements for conversions of existing dwelling units
to three or more units. He concluded that since the
building code requires extensive improvements for con-
versions of existing homes to three or more units, the
cost would be prohibitive enough to limit the the
number of conversions that would actually take place.
In short, Committee felt there would not be many
conversions to three or more units because of the cost,
and consequently felt that aside from requiring two
off street parking stalls per unit, no additional
zoning controls would be necessary.
Moved by Commissioner Wendler, seconded by
Con~nissioner Stevens to recommend to the Council that
since building code requirements for conversions of
existing houses to three or more dwelling units are
so restrictive as to deter all but a small number of
conversions, the Planning Commission recommends that
they be allowed as a permitted use in the R-2 district,
provided they conform to the building code, and
require that two off street parking stalls be pro-
vided for each unit. Ayes, 8; Nayes, 0.

Commissioner Simacek to adjourn at 8:04 p.m.
