HASTINGS PLANNING COmmISSION MEETING
MONDAY, MARCH 12, 1984
The Meeting was called to order by Chairman Murphy at 7:30 P.M.
Members Present: Cormnissioners Swanson, Stevens, Folch, Voelker, and
Murphy
Members Absent: Commissioners Reuter, Simacek, Conzemius, and Anderson
Moved by Commissioner Stevens, seconded by Commissioner
Folch to approve the minutes of February 27, 1984.

The Planning Commission had previously reviewed this
matter on February 27, 1984 and tabled it subject to
clarification of the following items:
The applicant had not addressed the issue of how
parking is going to be provided for the adjacent
duplex property that they are intending to lease
to satisfy their parking requirements.
2. No lease agreement for parking for the adjacent
property had been provided.
3. Property line discrepancies must be clarified
before any final action is taken on the proposal.
Mr. Loucks reviewed the application and indicated that
1.) all property line questions have been resolved;
and, 2.) that the applicant revised his parking arrange-
ment by providing seven (7) on site spaces and nine (9)
off site lease spaces at Loesch's Bar and Grill (412
Vermillion Street) and Ace Hardware (427 Vermillion
Street).
It was noted that the combination of on site lease
spaces meet the requirements of the ordinance, and
therefore a parking variance is not required.
A discussion ensued, at which time it was noted that
the lease spaces were only for a one (1) year period;
therefore, the City Council should be advised of this
matter.
Motion by Commissioner Swanson, seconded by Commissioner
Voelker to approve the site plan, advise the City
Council of the parking arrangement being proposed,
and review the leased space arrangement in March, 1985.

Chairman Murphy opened the hearing at 7:45 p.m.
Mr. Loucks indicated that the Notice of Public Hearing,
Affidavit of Publication, and Certificate of Mailing
were on file. Therefore, the Public Hearing was
properly called.

REZONING AND PRELIMINARY
PLAT - 2220 CANNON
STREET
Mr. Loucks reviewed the application and noted that the
applicant is proposing a 10.46 acre development consisting
of seventeen (17) single family homes and four (4) duplexes.
The site is presently zoned (A) Agricultural, and desig-
nated in the Comprehensive Plan for Medium Density Res-
idential use.
It was further noted that; 1.) The applicant proposes
to pay cash ($1,778.20) in lieu of land for the park
dedication requirement. This conforms to the requirements
of the ordinance, however, the N.R.R.C. should be consulted
with to determine if a land dedication is a desireable
option, and, 2.) That the drainage, utility, and street
layout plans, as submitted, are feasible. However, a
temporary cul-de-sac must be constructed on the west end
of proposed 24th Street extended.
Harry S. Johnson, representing the Bohlkens, made a pre-
sentation regarding the proposal, indicating that the
application before the Commission represents the first
phase of a 45.6 acre development that will contain one
hundred and thirteen (113) single family and duplex lots.
A brief discussion ensued regarding drainage, utilities,
park dedication requirements, and access to the lots
adjacent to Cannon Street.
After all people'present had an opportunity to be heard
on the matter, Chairman Murphy closed the Public Hearing
at 8:15 p.m.
Motion by Commissioner Stevens, seconded by Commissioner
Folch to recommend that the rezoning be approved because
it is consistent with the Comprehensive Plan and zoning
ordinance requirements.
It was further recommended that the preliminary plat be
approved subject to the condition that: 1.) a
developer's agreement is entered into with the City;
2.) that the N.R.R.C. is in agreement with the proposed
dedication procedures; 3.) that a 33 foot strip of land
from 25th Street to the south City limits be dedicated
for street and utility purposes, and; 4.) that deferred
connection charges of $4,707.00 for the property be paid
in accordance with the requirements of ordinance #12.60.

Mr. Loucks indicated that the applicant request appears
to meet all the requirements for a home occupation. It
was noted that adjacent property owners had been
notified of the request and that no verbal or written
responses had been received.
Mrs. Heusser indicated that she expects two to six cars
per day to visit her home in conjunction with business,
and that parking will be on their rear driveway located
on 17th Street.
Motion by Commissioner Swanson, seconded by Commissioner
Stevens to approve the home occupation permit subject to
compliance with all aspects of the zoning ordinance, and
further that no signs will be allowed to identify the
beauty shop. Ayes, 5; Nayes, 0.
Mr. Loucks noted that the applicant is requesting site
plan approval on 1,800 square feet addition to their
building, and paving of the parking lot which was
previously approved in 1980. It was further noted that
the plan designates twenty (20) future parking spaces
located west of the existing church building.
Mr. Tanner, representing the church, indicated that they
would like to leave their option open regarding the
twenty future parking spaces. He indicated that if the
bids were favorable for the building addition and exist-
ing parking lot, they would like to pave the area
designated as future parking.
Motion by Commissioner Swanson, seconded by Commissioner
Folch to approve the site plan as submitted, and allow
the staff to make a determination at a future date
regarding the paving of twenty additional parking spaces.

Mr. Loucks indicated that the Planning Commission pre-
viously approved a site plan for this project in
January, 1984.
It was noted that the applicant has made an adjustment to
the plan by reducing the parking setback on the north
boundary of the site from 34 feet to 10 feet.
Motion by Commissioner Stevens, seconded by Commissioner
Folch to approve the amended site plan because it
complies with the requirements of the zoning ordinance.

The Planning Commission generally discussed cul-de-sacs
and the method by ~bich access should be provided to the
Louis Lane property.
It was determined that they would review a long cul-de-
sac (approximately 1000') from 19th Street, two shorter
