Members Present: Commissioners Swanson, Reuter, Folch, Simacek, Anderson, Voelker, and Murphy Members Absent: Commissioners Stevens and Conzemius Moved by Commissioner Folch, seconded by Commissioner Anderson to approve the minutes of March 12, 1984. Ayes, 7; Nayes, O. APPROVAL OF MINUTES Mr. Loucks infomred the Commission that Mr. Shenk has withdrawn his request in view of the fact that the owners of the property (Vernon and Regina Fox) will not give their permission to conduct such an operation. ROBERT SHENK - 320 WEST 7TH STREET - HOME OCCUPATION PERMIT FOR CATALOG GUN SALES Mr. Loucks summarized the concepts as follows: Option 1 1. A 1500' cul-de-sac from 19th Street to the north boundary of the site. LOUIS LANE - REVIEW OF STREET ALIGNMENT AND DEVELOPMENT CONCEPTS - REFER TO ATTACHED DRAWINGS 2. Potential for six (6) lots to be served by the roadway. 3. Street, curb, gutter, water main, and sanitary sewer construction cost. City Share $40,674 Developer Share $49,582 4. Public Safety Concerns - Refer to attached memo from Hastings Fire Department. 5. Planning Concerns - Maximum length of cul-de-sac allowed by ordinance is 500'. 6. Estimated Traffic Generation - 63 per day. Option 2 1. Two cul-de-sacs - A 950' 550' from 19th Street. from 15th Street, and 2. Potential for nine (9) lots to be served by roadway. 3. Street, curb, gutter, water main, and sanitary sewer construction cost. City Share $ 29,721 Developer Share $128,712 4. Public Safety Concerns - Refer to attached memo from Hastings Fire Department. 5. Planning Concerns - Maximum length of cul-de-sacs allowed by ordinance is 500'. 6. Estimated Traffic Generation - 9 trips per day to 19th Street and 70 trips per day to 15th Street. Option 3 1. Through street from 19th to 15th Street. 2. Potential for nine (9) lots to be served by road- way. 3. Street, curb, gutter, water main and sanitary sewer costs. City Share Developer Share $ 40,674 $128,712 4. Public Safety Concerns - None as per attached memo. 5. Planning Concerns - None. 6. Estimated Traffic Generation - 78 per day with no estimate as to direction of flow. Commission members asked questions of clarification regarding each option. Mr. Reddeman and Sellman (residents of Zweber Lane) pointed out that lots 7 and 8 depicted on the plan concepts are already developed, and further that they (Mr. Sellman) intended to develop lot 9 via an accesseasement from Zweber Lane. They further indicated that they are opposed to Options 2 and 3. Commissioner Murphy indicated that it is the Commission's responsibilityto make a decision based upon planning factors such as compliance with City ordinances and public safety concerns. Motion by Commissioner Reuter, seconded by Comm- issioner Voelker to recommend that Option 1 be implemented by the City Council. Ayes, 6; Nayes, Commissioner Simacek Motion by Commissioner Simacek, seconded by Commissioner Reuter to set a public hearing for April 9, 1984. Ayes, 7; Nayes, O.
